DSFS Ltd are looking to recruit into the vacancy of Assistant Procurement Partner, to manage a procurement workplan which supports product standardisation, stock management efficiencies, process improvements and cost improvement programme (CIP) initiatives across the Trust. This role will include supporting both materially managed stock via NHS Supply Chain Ltd as well as other stocked items, not via NHS Supply Chain (including a mixture of owned and consigned stock). This is a hybrid role, working across both the Procurement and Logistics teams; helping to bring synergy and cohesion between the two areas.

The role will work in close collaboration with both the Procurement and Logistics teams to ensure work is completed in a compliant way, and with the Royal Academy of Improvement to aid innovative ideas being implemented. The role involves liaising with stakeholders and suppliers, preparing and conducting quotes, tenders and contracts, product switching to NHS Supply Chain Ltd, managing contracts, including the growing of the NHS Supply Chain Ltd stocked and non-stocked portfolio, and the systems and data that drive these efficiencies. This role will also support projects locally, within the IC and regionally.

Main duties of the job

  • Promoting procurement and logistics functions and raise awareness of the department, offering advice and guidance to stakeholders in subject areas relevant to this post, including but not limited to public sector procurement legislation (PA23, PCR2015 and PSR), Framework, Further competitions, NHS Terms & Conditions, Social Value and KPI’s.
  • Identify organisational needs and maintain awareness of the relevance of good governance or similar control standards including No PO No Pay guidance, Standing Financial Instructions, Schemes of Delegation, zero inflation pledge and other controls.
  • Ensure all procurement and logistics activities are conducted in accordance with NHS policies, UK procurement legislation (PA23, PCR2015 and PSR), and ethical standards, with robust risk management and mitigation plans in place.
  • Provide comprehensive contract support to the procurement and logistics teams.
  • Prepare tender documentation and advertise using the Atamis system.
  • Identify areas of development, make recommendations for change and implement a continuous improvement philosophy.

Person specification

Qualifications and Training

  • Chartered Institute of Procurement & Supply (CIPS) qualification
  • CILT Level 3 Practitioner Certificate in Logistics, Supply Chain & Operations Management (or equivalent)

Experience

  • Experience in procurement within the NHS or public sector environment
  • Strong track record of contract management, particularly with complex or high-value contracts such as NHS Supply Chain
  • Experience of stakeholder engagement and partnership working at senior levels
  • Minimum 3 years’ experience in a comparable customer‑orientated operational environment
  • Experience of controlling stock levels, rationalisation and product standardisation
  • Experience of Inventory Management software
  • Experience of managing staff
