Role
The Democratic Services Officer acts as a governance advisor to Derby City Council, working closely with political leaders and senior officials to support the Council’s committees and scrutiny boards.
Responsibilities
- Liaise with lead officers and committee chairs regarding agenda content and ensure effective delivery of information to members.
- Undertake research and prepare reports or other information for presentation at meetings, including coordinating the work of allocated overview and scrutiny committees.
- Commission reports from council departments, external partners or other organisations, and ensure timely delivery.
- Attend meetings as required and provide comprehensive committee support, including giving procedural advice to ensure compliance with the Council Constitution and relevant Acts and regulations.
- Accurately capture resolutions and produce minutes in a timely manner, meeting internal targets and legislative requirements.
- Produce and publish agendas compliant with the Local Government (Access to Information) Act 1985 and other appropriate Acts, consistent with council policies.
- Take responsibility for all administrative arrangements in connection with meetings.
- Take a lead role as directed in other administrative duties within the remit of Democratic Services, including dealing with outside bodies, petitions, and providing support to the Leader of the Council, Cabinet members and other councillors.
- Provide support in relation to School Admission Appeals, including direct support to the Admission Appeals Officer where appropriate.
- Contribute to other corporate projects as directed, including supporting the effective delivery of elections and referenda.
- Expect to work outside office hours to meet the needs of the service, attend meetings and participate in training events as required.
- Understand and comply with the council’s environmental policies.
- Comply with all health and safety policies and legislation in performance of the duties of the post.
- Work with information technology and associated systems in accordance with the council’s policies and procedures.
- Comply with standing orders, financial regulations and departmental instructions.
- Carry out duties and responsibilities of the post in compliance with the council’s Equality and Diversity Policy.
- Take part in the council’s Managing Individual Performance scheme.
About You
Candidates should have excellent written and verbal communication skills, the ability to manage complex and competing workloads, and existing knowledge of local government decision‑making processes and modern committee management practices.
Well‑developed research and analysis skills are essential, as is an understanding of the Council’s Overview and Scrutiny activity.
While a qualification in public administration or Democratic Services (e. g., the ADSO Diploma in Local Democracy) is not essential, applicants who hold such qualifications will be considered favourably.
The role requires willingness to work outside regular office hours on a semi‑regular basis to administer evening meetings.
