The Opportunity
If you want to use your programme management skills to make a real difference to people and communities, this is an opportunity to play a key role in Derby's approach to financial inclusion and resilience.
As the Crisis and Resilience Programme Manager, you'll help turn funding, data and insight into effective support for residents experiencing financial hardship. You'll work across services and with partners to understand where the greatest need is, what is working and where we can do better.
You’ll have the opportunity to shape a developing programme, lead a frontline team and build strong relationships with voluntary, community and statutory partners. As the Crisis and Resilience Programme Manager, you'll help us move beyond responding to immediate financial crisis towards earlier intervention and stronger, longer‑term financial resilience for Derby residents.
What you'll be doing
As the Crisis and Resilience Programme Manager, you will:
- Lead the day-to-day management of Derby's Crisis and Resilience Fund programme, ensuring effective governance, performance, financial control and compliance.
- Use data, performance information and community insight to identify emerging financial hardship and help target support where it can have the greatest impact.
- Lead and develop the Customer Service Officers handling frontline Crisis and Resilience Fund enquiries and Local Assistance applications, ensuring residents receive a consistent, accessible and customer‑focused service.
- Monitor funding, expenditure, programme outcomes and risks, providing clear analysis and recommendations to senior managers and programme boards.
- Build strong relationships with voluntary, community, faith and statutory organisations, working collaboratively to improve financial inclusion and community resilience across Derby.
- Monitor commissioned and grant‑funded activity, working with partners to improve performance and demonstrate the difference their work is making.
- Use insight from frontline services and residents to identify gaps, barriers and emerging needs and turn that evidence into practical service and programme improvements.
- Coordinate programme reporting, evaluation and assurance, maintaining the evidence needed to demonstrate impact, compliance and value for money.
About you
You’ll bring strong programme or project management experience and the ability to turn complex information into practical action. You’ll be equally comfortable working with data and budgets, building relationships with partners and leading and developing a frontline team.
You’ll be able to move confidently between strategic programme activity and operational delivery, using evidence and insight to improve how support is designed and delivered.
To succeed in this role, you’ll need:
- Evidenced experience in programme or project management, public policy, welfare, financial inclusion, community development or a related field.
- A recognised project or programme management qualification, or substantial equivalent experience of managing complex programmes.
- Strong programme or project management experience, including governance, performance, risk, monitoring and assurance.
- Strong analytical skills, with the ability to interpret complex financial, performance and other data and turn it into clear recommendations.
- Experience of financial monitoring, budgets or externally funded programmes and an understanding of funding compliance and accountability.
- The ability to build effective relationships across different organisations and to influence, challenge and support partners constructively.
- Experience of leading or managing people, with the ability to set clear expectations, manage performance and support development.
- Strong communication skills, with the ability to explain complex information clearly to different audiences.
- Good understanding of financial hardship, vulnerability and financial inclusion and a commitment to improving outcomes for residents and communities.
