Responsibilities include developing and executing comprehensive schedules, resourcing plans, funding, coordination, stakeholder alignment, risk mitigation, and delivering transformation initiatives that align with Shipyard strategic objectives. Conduct thorough analysis of current processes, systems, data metrics, and capabilities to identify gaps and opportunities for improvement. Collaborate with cross‐functional teams to identify potential impacts of change and develop mitigation strategies to address resistance and drive acceptance. Support the creation and delivery of training programs, workshops, and communication materials to facilitate organizational change and ensure effective knowledge transfer. Hold discussions and meetings with key project members as necessary to obtain pertinent details of projects assigned. Lead a multidisciplinary team, as assigned, providing guidance, coaching, and support to team members. Manage transformation project timelines, budgets, and resources to ensure successful completion.

Requirements and Conditions of Employment:

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E‐Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time‐in‐grade).
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement is subject to 5 U.S.C. § 3326.
  • Male applicants born after 12‐31‐59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • Require an interim and/or final security clearance prior to entrance on duty; failure to obtain or maintain clearance may result in withdrawal or removal.
  • Position may require travel to CONUS and OCONUS, including remote or isolated sites, and travel on military and commercial aircraft for extended periods.
  • Require wearing personal protective equipment (helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present; participation in medical surveillance programs is required.

Qualifications:

  • Minimum one year of specialized experience at or equivalent to the GS‐11 grade level or equivalent in the private or public sector.
  • Experience applying principles, theories, and methodologies of program analysis.
  • Experience effectively piloting and implementing a successful change‐management program strategy for a transformation initiative.
  • Knowledge of production, operations, or support maintenance and business processes, and detailed knowledge of the shipyard structure and the administrative and organizational requirements of all phases of manufacturing and repair of naval ships and components.
  • Experience applying comprehensive principles, theories, concepts, and practices relevant to the various trades and laboring occupations performed by Production Resources, Operations, and other Support Departments.
  • Experience communicating, both oral and written, to inform, advise, persuade, and defend controversial actions or policy decisions in meetings and conferences with high‐level government and industry partners.
  • Experience may include paid and unpaid activities, such as volunteer work through National Service programs (professional, philanthropic, religious, spiritual, community, student, social).

This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement. Applicants will be placed at the FPL if selected, under the Department of Defense and Department of the Navy policy on annuitants. ICTAP candidates must provide required documentation (agency notice, performance appraisal, SF‐50) to be considered well‐qualified. Military‐spouse preference applicants will be placed at the highest grade applied for and determined Best Qualified (BQ). Active duty service members must submit a statement of service from command letterhead signed by command.
