Responsibilities
- You will develop, determine, and interpret budgetary policies and practices.
- You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
- You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
- You will analyze and recommend costs and benefits of alternative methods of financial management of the organisation's programs and administrative operations; and implementing legal and regulatory controls over approved budgets.
Requirements and Conditions of employment
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
- GS-09: To qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience with basic budget submission processes.
- Experience applying budgeting principles and analyzing fiscal reporting documents.
- Experience reviewing and performing audits on funding to ensure compliance.
- Experience with the basics of planning, programming, budgeting and execution.
- Experience with purpose, time, and amount/appropriation law.
- Experience with incoming and outgoing funding.
