The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!

We will deliver the Government’s three overarching objectives for shared services:

  1. Better experience for all users – intuitive systems that are easy to use and mobile-enabled.

  2. Efficiency and value for money – better systems and services which support productivity and seek to reduce costs.

  3. Standardised processes and data – support interoperability, making it easier to understand and compare corporate data.

Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney s General Office (AGO) and His Majesty’s Treasury (HMT)., We are looking for an experienced Senior Operations Manager to sit in the Centre of the Programme, with specific responsibilities for supporting the delivering of the Matrix Programme, with the support of external experts who will engage with Subject Matter Experts across DSIT and partners. You will be liaising with Workstream leads across the programme, ensuring core services are delivered, and supporting the Programme Manager., + Leadership: Vision and objectives, to establish delivery objectives for the team. Working closely across the Workstreams to understand resource requirements and contract management delivery plans.

  • Leadership: Oversee resourcing team, Contract Management and Change Control team. Currently formed of five staff, which will grow with Contract and Change Control landscape growing into 2025. All areas formed of management and support.

  • Operational Contract Management: Work with commercial colleagues to monitor spend against contract. Ensure the process by which the goods and services are managed post procurement are in line with the relevant regulatory framework.

  • Operational Contract Management: Adopt a holistic approach and take the broader Programme into account when making decisions considering value for money, financial monitoring, commercial excellence, contract compliance and the overarching programme business case objectives.

  • Operational Contract Management: Ensure supplier performance commitments and accountabilities are being upheld through implementation of robust KPIs. Overseeing strong management of contract review processes.

  • Change Control: Lead and follow through structured Change control approach is applied across the programme to assess, evaluate and manage changes in the programme.

  • Resourcing: Lead the team to plan, develop, and implement resourcing strategies aligned with project and programme pipelines and mode. Also, manage the compilation of resource data management for the Programme Business Case

  • Resourcing: Oversee the identification of resource levels, skills and competencies required and skill gaps for new and existing staff.

Significant experience working on large complex projects or programmes

  • Aware of and understands the importance of formal contractual variations and is able to effectively plan for variations and set clear objectives, ensuring that value for money is achieved.

  • Change Control expertise and the ability to adapt to changing circumstances without losing sight of business objectives.

  • Candidate can work in a fast-paced environment alongside a wide range of stakeholders, consultants and other government departments.

Qualifications or significant experience equivalent to that set out in the Civil Service Project Delivery Capability Framework for a Programme Manager Grade 6 Role. One of the following:
