The Major Sporting Projects Delivery Directorate sits within DCMS’ Strategy, Sport and Events Group. It oversees the Government’s input to some of the highest profile programmes in the world of sport. Amongst the projects and programmes covered by the team are:

  • The UEFA European Championships 2028 - ensuring the Government delivers on its commitments to ensure that this major event is staged successfully, maximising economic growth and benefiting local communities. This programme is part of the Government Major Projects Portfolio.
  • The future pipeline of major sporting events - driving forward the Government's work, with partners, to secure, and successfully host, the world’s biggest and best sporting events.
  • Grassroots facilities delivery - overseeing the delivery of hundreds of millions into multi-sport grassroots facilities across the UK, as part of the EURO 2028 impact programme and to tackle inactivity, support the Health mission and build cohesive communities through providing access to high quality shared sporting spaces.

UEFA EURO 2028 will be the biggest sporting event that the UK and Ireland have jointly hosted. The post-holder will work alongside partners - including UK Sport, football and government partners, law enforcement, security and health partners - to ensure UK Government delivers effectively against its priorities and responsibilities. This is a fantastic opportunity to lead a cross-Government community, to develop, assure, and deliver a comprehensive strategy covering UK Government interests in the Safety, Security and Medical planning for the UEFA EURO 2028 football tournament.

Some of your responsibilities will include:

  • Driving the government ambition of the EURO 2028 Safety, Security and Medical Programme
  • Building relationships across policing teams, security partners, and cross-government resilience teams, including engaging at a senior level with partners to solve cross-cutting issues
  • Design and facilitate cross-government governance to ensure effective delivery of the Government EURO 2028 commitments
  • Develop assurance programmes to ensure that the programme ambitions remain achievable, whilst ensuring delivery partners effectively mitigate risks at a national and local level
  • Steward DCMS funding to operational partners, implementing financial assurance mechanisms to ensure Value for Money
  • Act as an adviser on specific issues which arise during the planning phase

The post will sit in a high-performing and fast-paced team; there will be opportunities to support across the range of delivery areas as the EURO 2028 programme further develops.

Person specification

The ideal candidate would have the following key skills and experience, please note that desirable skills will only be used in the event of tied candidates:

  • Significant experience of safety and security, including the delivery of safety and security structures for a major event, within government;
  • Significant experience of working on the planning of major delivery programmes and/or crisis management, with a good understanding of the roles and responsibilities across the major event landscape (including government's role);
  • Strong stakeholder management and communication skills, with the ability to influence, collaborate and build relationships internally and externally and to coordinate across a number of different organisations;
  • Excellent knowledge of programme & project management techniques and experience of delivering results using these methodologies;
  • Ability to work at pace on complex issues and deliver through a number of different partners and teams, problem-solving effectively.
  • Experience working with the police and wider security partners;
  • Experience of working with the Devolved Administrations.
