Denmead Parish Council wishes to employ an RFO to enable their current RFO to step down to Finance Assistant. Applicants will ideally have local Government or Council experience, but whilst desirable, it is not essential.
Salary: £36,805 prorated £14,921 per annum @ 15 hours per week
Hours: 15 hours per week until successful completion of the 3-month probationary period, then increasing to 20 hours per week. Initially working at least 10 hours per week with the current RFO, but hours can be worked flexibly following completion of the 3-month probationary period in agreement with the Parish Clerk.
Duties will include:
- Preparing and maintaining the accounts and other financial records of the Council in accordance with all statutory accounting and audit requirements.
- Setting up payment of all invoices.
- Processing grant applications.
- Preparing the annual budget for consideration by the Council in consultation with the Clerk.
- Ensuring that the internal financial management systems of controls are in place.
- Preparation of monthly financial statements for the Full Council & FA&P Meetings.
- Maintaining the asset register by keeping it up to date and ensuring adequate insurance is in place for Council activities, land, buildings, contents and vehicles.
- Submitting quarterly VAT returns using digital online.
- Ensuring bank mandates are kept up to date.
- Submitting the payroll analysis monthly to Council’s payroll provider and processing the reports and journal.
- Completing starter & leaver forms and the annual pension statement for LGPS.
- Liaising with the internal auditor for their audit once per annum.
- Completing year end including submitting the AGAR (Annual Governance Accounting Return) with relevant supporting documentation.
- Undertaking responsibility to invest Council’s funds in fixed term bond accounts.
The ideal candidate will have:
AAT experience ideally Level 4 but a minimum of Level 3 having worked in a previous financial role and be familiar with financial management. The Council uses ‘SAGE’ software and so experience with this software package is desirable but not essential.
