To lead and manage Health, Safety, and Environmental (HSE) compliance and performance for Denholm Industrial Services’ Marine operations supporting the Type 26 Programme at Scotstoun/Govan Shipyard with support of the HSE Advisor who will be under their control. The role ensures that all site operations are conducted safely, sustainably, and in full compliance with statutory, regulatory, client, and company requirements. The Regional HSE Manager will support the development of a strong safety culture, driving operational discipline, hazard awareness, and behavioural safety improvements across all activities on the Type 26 Programme.
This role forms part of the centrally managed HSEQ function but operates as the dedicated HSE lead for the Marine Type 26 operations.
Primary Responsibilities:
- Operational HSE Leadership
- Act as the HSE lead for the Type 26 Programme, providing advice, guidance, and assurance to the Project Director, Site Management, and Supervisors.
- Promote a strong safety culture with a focus on operational discipline, proactive hazard identification, and risk mitigation.
- Support the Project Director and site leadership in meeting HSE KPIs and driving continual improvement.
- Site HSE Compliance & Management Systems
- Ensure full implementation of the Denholm DMS, including alignment with BAE Systems’ HSE requirements and processes.
- Ensure compliance with all relevant UK Health, Safety, and Environmental legislation, client-specific requirements, and company policies.
- Lead the deployment of process confirmations, site inspections, and task-based risk controls.
- Ensure that the Work Wallet Asset management is maintained in date for all plant and equipment onsite.
- Audit, Inspection & Assurance
- Conduct routine and targeted HSE audits and inspections in line with the HSEQ Assurance Plan.
- Participate in client-led audits and proactively manage any resulting actions or improvements.
- Drive timely closeout of audit findings, non-conformances, and observations in collaboration with operational teams.
- Incident Management & Investigation
- Lead incident investigations, ensuring root cause analysis is thorough and that corrective and preventive actions are identified and implemented.
- Facilitate learning from incidents (LFIs) and ensure lessons are shared with teams across the site and the wider business.
- Environmental Compliance
- Ensure all activities comply with environmental legislation and site-specific controls for waste management, emissions, noise, and resource usage.
- Support the Project Director in implementing sustainability initiatives and minimising environmental impact.
- Performance Monitoring & Reporting
- Provide HSE performance reports to the HSEQ Director and Project Director, tracking leading and lagging indicators.
- Monitor trends in safety observations, incidents, and process confirmations to support continuous improvement.
- Training, Coaching & Engagement
- Aid in the delivery of safety briefings, inductions, toolbox talks, and HSE awareness campaigns to personnel.
- Support the ongoing rollout of the Safety Coaching Programme and behavioural safety initiatives on the Type 26 site.
- Coach site management and supervisors in fulfilling their HSE responsibilities effectively.
- Regulatory Compliance & Legislative Updates
- Keep abreast of UK HSE legislation and BAE Systems' standards relevant to marine operations and the shipbuilding environment.
- Advise management of changes to legal requirements and assist in updating processes accordingly.
Accountability:
Functionally accountable to the HSEQ Director to ensure alignment with the Denholm Industrial Services HSE strategy, policies, and reporting requirements. Operationally accountable to the Project Director – Marine (Type 26 Programme) for day-to-day HSE support, leadership, and delivery on-site.
Person Profile:
- NEBOSH General Certificate
- IOSH status preferred or working towards.
- Experience in HSE management.
- Strong understanding of ISO 45001 and ISO 14001 management systems.
- Knowledge of working within high-hazard, heavily regulated environments.
- Excellent leadership, communication, and influencing skills, with the ability to engage stakeholders at all levels.
- Proficient in risk management, incident investigation and driving operational improvement.
- Self-motivated, with the ability to work independently while aligned to a centrally governed HSEQ model.
LOCATION: Scotstoun Shipyard, Glasgow – Type 26 Programme. Occasional travel to other Denholm Industrial Services sites if operationally required.
