FUNCTION: To verify that the Denholm Industrial Services management system (DMS) is being implemented to address the health, safety, environmental policies established within the Company and ensure also that all Client, Statutory and Regulatory requirements are being complied with through constant monitoring of the system, its processes, and procedures, through audit, review and assessment techniques.
REPORTS TO: Health, Safety & Environmental (HSE) Director
INTERFACES WITH: Managing Director, Business Unit Managers, Operations Directors, Client Safety Representatives and Specialists
RESPONSIBILITIES:
- Responsible for implementing the HSE systems at the DIS Scotstoun Project, under the guidance of the HSEQ Director.
- This role supports the operational activities of the Division and ensures that the Company’s compliance with regulations and statutory requirements is well documented and regularly audited and reviewed.
- The HSE Advisor shall represent, communicate and support the Company HSEQ Policy at all times.
- Ensuring that the Document Management System (DMS) conforms to the statutory and regulatory requirements and that Clients are fully appraised of all system developments and improvements.
- Ensuring that the DMS is fully implemented by all staff and employees by conducting regular awareness talks, audits and reviews.
- Carrying out regular audits and reviews of all safety system elements and for ensuring that risk assessments are completed and fully considered in advance of operations.
- Involvement in local management reviews on HSE issues and the review of overall progress, trends and areas for improvement.
- Ensuring that all Safety Co-ordinators and Project Management personnel on-site employ effective HSE systems at all times and that all audits and inspections are carried out progressively, findings acted upon accordingly and documented to safeguard the company position.
- Ensuring that all DMS records, requirements and deliverables are identified in advance of undertaking project work and these are agreed with the Client.
- Ensuring that all safety equipment and personnel protection is utilised effectively and that all permit to work systems are fully understood.
- Implementation of the DIS Weekly HSE Initiatives and reporting, including the training of personnel on its use and objectives.
- Promote workforce engagement through visible leadership support, safety conversations, toolbox talks, behavioural coaching and positive intervention activities to reinforce the Company’s safety culture, Life-Saving Rules, and proactive hazard identification processes.
- Participate in the investigation of accidents, incidents, near misses, unsafe acts and environmental events, ensuring root causes are identified, appropriate corrective actions are implemented, and learning is communicated effectively across the business to prevent recurrence.
- Liaise and maintain effective working relationships with client HSE representatives, regulatory bodies, subcontractors and project stakeholders as required, ensuring alignment with project specific health, safety and environmental expectations, standards and compliance requirements.
- Monitor compliance with permit-to-work systems, control of work arrangements, site rules, environmental controls, and statutory obligations, challenging unsafe behaviours or non-conformance where identified and escalating significant concerns through the appropriate management channels.
- Promote and actively support the delivery of the Positive Culture with Denholm programme through workforce engagement, behavioural safety coaching, meaningful safety conversations, and visible leadership support, helping to embed a proactive safety culture that encourages intervention, personal accountability, open communication, and continuous improvement across the project.
ACCOUNTABILITY: HSE Advisor functionally reports to HSEQ Director, operationally supports Project / Operations Management.
PROFILE: The HSE Advisor shall be fully conversant with statutory and regulatory requirements pertaining to the workings of the Denholm Industrial Services Division and shall identify and undertake regular training to keep abreast of all changes in legislation and regulations.
GEOGRAPHICAL AREA: Primarily based within the Scotstoun shipyard, travel may be from time to time to cover holidays or attendance to courses as required. All necessary expenses will be covered by DIS to enable these visits to take place. This package will be competitive and commensurate with experience.
