Salary: From £45,000 per annum, depending on experience

Contract: 12-month Fixed Term Contract (37 hours per week)

We’re looking for a Business Analyst who can do more than document requirements - someone who can challenge established ways of working, engage stakeholders at every level and help shape meaningful business change.

This is an exciting opportunity to join our Solution Delivery team within the Office of the CTO, working on a range of projects that support digital transformation, service improvement and organisational change across our customer base.

Please note, this role will require approx. 2 days per week spent working from our Weston‑Super‑Mare office. Due to this, we are looking for the successful applicant to be based locally and within reasonable commuting distance of this location.

The Role

As a Business Analyst, you’ll work closely with customers, operational teams and technical specialists to understand how services are delivered today and identify opportunities to make them better tomorrow.

We’re looking for someone who is naturally curious and enjoys getting to the heart of business challenges. Someone who can distinguish between the symptoms of a problem and its true root cause, asking the right questions and uncovering the underlying issues that need to be addressed.

You’ll be comfortable challenging assumptions and pre‑determined solutions, helping stakeholders explore options rather than jumping straight to answers. You’ll recognise that technology can be a powerful enabler of change, but that the best solution isn’t always a new system.

Success in this role requires energy, initiative and strong stakeholder engagement skills. You’ll be expected to facilitate conversations, build consensus, navigate differing viewpoints and help organisations make informed decisions that deliver lasting value.

What You’ll Be Doing

  • Leading discovery activities to understand business challenges, operational processes and customer needs.
  • Investigating root causes and identifying opportunities for improvement and transformation.
  • Building strong relationships with stakeholders and facilitating productive discussions across technical and non-technical audiences.
  • Challenging existing processes and established thinking to identify more effective ways of working.
  • Mapping, documenting, and redesigning business processes to support organisational change and digital transformation.
  • Working with stakeholders to identify and evaluate options, ensuring recommendations are evidence-based and aligned to business objectives.
  • Translating business needs into clear, actionable requirements and recommendations.
  • Working closely with technical teams to ensure solutions support genuine business needs.
  • Recognising, managing and helping resolve conflicting stakeholder requirements and priorities.
  • Identifying risks, issues and dependencies early and helping shape proactive responses.
  • Supporting business cases, benefits realisation activities and ROI assessments to ensure investments deliver measurable outcomes.
  • Contributing to strategic planning, technology roadmaps and future service improvements.

What We’re Looking For

You’ll likely have:

  • Experience working as a Business Analyst, Service Improvement Analyst, Change Analyst or similar role.
  • Exceptional stakeholder engagement and relationship management skills.
  • The ability to influence, challenge constructively and build credibility at all levels.
  • Experience facilitating workshops, discovery sessions and business discussions.
  • Strong investigative and analytical skills, with a focus on identifying root causes rather than simply addressing symptoms.
  • Experience reviewing, documenting, redesigning and improving business processes.
  • The confidence to challenge assumptions and help stakeholders explore alternative approaches.
  • Experience supporting business change and benefits realisation activities.
  • Excellent attention to detail alongside the ability to see the wider strategic picture.
  • Strong problem‑solving skills and a proactive approach to identifying risks and opportunities.
  • Experience within local government or the wider public sector would be advantageous, although we’re equally interested in candidates who can bring a blend of public and private sector experience and fresh perspectives.
  • Knowledge of modern digital technologies, cloud platforms, automation tools and AI-enabled solutions would also be beneficial.
