Location: Glasgow, office based 2-3 days per week, the rest remote

Contract Start: ASAP

Contract Duration: Full time role (Monday to Friday) to the end of 2026 (inside IR35)

Deloitte Talent Solutions are seeking a highly experienced Basel IV Risk Assurance VP. As part of the banks implementation of the revised PRA Basel 3.1 requirements, effective from 1 January 2027, significant changes are being delivered across regulatory capital, market risk, counterparty credit risk, credit risk and associated regulatory reporting frameworks.

Given the scale, complexity and importance of this regulatory programme, Management has approved a temporary increase in Operational Risk capacity to provide independent Second Line of Defence (2LoD) oversight and challenge across the design, implementation and embedding of Basel 3.1 requirements to strengthen assurance coverage over the implementation.

The Operational Risk VP role will support the development and execution of Operational Risk oversight activities to assess compliance with applicable laws, rules and regulations (LRRs), challenge First Line interpretations and implementation of regulatory requirements, and provide independent assurance over key regulatory reporting and calculation processes. This will involve conducting independent reviews of regulatory compliance, operational readiness, implementation risks, programme governance, risk management activities, issue remediation and control effectiveness across Finance, Operations, Technology, Legal, Risk and Business teams.

Required experience:

  • Proven experience within Operational Risk, Regulatory Risk, Internal Audit, Regulatory Reporting, Compliance, or risk oversight functions within a major financial institution, prudential regulator, or professional services firm.
  • Strong technical understanding of Basel frameworks, prudential regulation and external regulatory reporting is highly desirable, particularly in relation to Basel 3.1 implementation and regulatory capital requirements.

Required skills:

  • Independent review and challenge of regulatory compliance, together with a demonstrated ability to apply sound judgement in the interpretation, assessment and challenge of complex regulatory requirements and their implementation.
  • Strong understanding of risk management principles, control design and effectiveness assessment methodologies, issue remediation practices and governance frameworks.
  • Track record of producing high-quality findings, risk assessments, 2LoD oversight memoranda and evidence packs suitable for internal and external review, including the ability to clearly articulate technical and regulatory matters to a broad range of audiences, including senior management and governance forums.
  • Strong stakeholder management, communication and organisational skills are essential, with the ability to engage effectively with senior stakeholders across different divisions and business areas, provide credible and robust challenge to 1LoD risk management activities, and influence the delivery of sustainable risk and regulatory outcomes.
