Role Overview

The Defence Fire and Rescue (DFR) Group Manager – DIO is responsible for supporting the department in the delivery of fire risk management that complies with statutory legislation and regulatory standards.

The post provides a central Departmental focus for all fire matters outside the responsibilities of the Defence Safety Authority, and ensures consistent and coherent advice on mitigating the business and capability risks posed by fire across the Ministry of Defence.

Responsibilities

  • Assist the Senior Fire Safety Manager (SFSM) with programming and management of the delivery of the DIO 2nd Party Audit & Assurance (A&A) processes for activities delivered by:
  • Maintenance Management Organisations (MMO) and Project Aquatrine Service Providers;
  • Project teams and organisations relevant to Defence Infrastructure Fire Standards (DIFS);
  • Organisations that directly affect DIO personnel and/or Defence strategic assets.
  • Program and manage the delivery of the DIO 2nd Party Assurance FRM activities delivered by the MMO Service Provider in the UK and overseas locations.
  • Support the SFSM in responding to information requests for 3rd Party A&A regimes relating to FRM within Defence.
  • Staff and coordinate A&A outcomes that identify risks to life and/or strategic capability as a priority.
  • Manage the DIO A&A management information system, including data interrogation, trend identification and opportunities for improving FRM within Defence.
  • Undertake A&A activities, produce reports and provide advice to customers and service providers to achieve audit recommendations.
  • Offer support, advice and guidance on DIO A&A policies, processes and procedures to internal and external stakeholders.
  • Act as the DIO focal point for fire safety information and advice related to infrastructure.
  • Assist the SFSM and Principal Building Surveyor with evaluations of innovative designs, engineered solutions and proposals using British Standard 9999.
  • Assist with determinations regarding DIFS and Building Standards.
  • Coordinate regional activities, including overseas commitments, in partnership with the SFSM.
  • Conduct horizon scanning for changes to legislation, policy and guidance relevant to fire safety.
  • Assist with close‑out of fire‑related incident and near‑miss reporting.
  • Provide advice and comment to DIO on fire safety legislation, policy and guidance as it relates to infrastructure.

Qualifications

  • Current competent Group Manager or Station Manager (or equivalent experience) with proven Fire Service competencies.
  • Hold a full UK driving licence.
  • Level 4 Certificate in Fire Safety (or equivalent). Following appointment, additional qualifications will be required:
  • Lead Auditor Course
  • Level 4 Diploma in Fire Safety
  • Level 5 Diploma in Fire Engineering Design Technician
  • Evidence of qualification, licence or membership held at the time of application; all must be current and in date.
  • Equivalent qualifications are not accepted.
  • Experience in delivering fire safety audits, assurance, and infrastructure fire standards is essential.
