Job Summary

This is an exciting opportunity to join DIO Regional Delivery (RD) SERP (South East Region and PFIs) to drive crucial assurance activities across major Defence Facilities Management contracts. The Regional Assurance Manager is responsible for supporting the Assistant Head and Deputy Head Regional Support Team in providing the leadership to SERP, managing strategic customer and supplier relationships and driving improvement and value within the business.

The Regional Assurance Manager plays a significant part in the delivery of support services to stakeholders across the Region. On a day-to-day basis you will drive effective management of contractual assurance activities, regional asset data quality, and continuous improvement. You will act as a key point of contact, working with a wide array of stakeholders to deliver a high-quality assurance service.

This position is advertised at 37 hours per week.

Job Description

Key responsibilities include

Act as Data Steward for SERP and proactively drive the review, cleanse and update of asset data, working with stakeholders to ensure thorough understanding of responsibilities and providing support to develop a robust and accurate asset dataset.

Manage effective delivery of required asset data and contract change activities delivered via the Property Change Form (PCF) process, providing timely and measurable progress and escalating where necessary.

Provide direct support to the Assistant Head in management of the regional Asset Control Board (ACB) ensuring provision of asset data, updates on asset quality issues and effective provision of the Secretariat function.

Provide effective review and analysis of assurance activities to ensure contract obligations are met, maintained and mitigated where necessary.

Ensure effective utilisation of contractual mechanisms to manage supplier non-performance including Early Warning Notices, rectification plans and recompense events.

Responsible for Industry Partner, pan-RD and wider DIO engagement via established governance meetings.

Provide regular and ad-hoc reporting against contract KPIs and internal assurance targets.

Management of annual assurance programme including provision of appropriate subject matter experts (SMEs) and acceptance of outcomes including agreed Opportunities for Improvement and/or Corrective Actions.

Manage and report programme and business risks in Area of Responsibility including mitigation and escalation where appropriate.

Work with the Assurance team and wider SERP to drive change and improvement to advance effectiveness and efficiency in delivering our outputs.

Develop and build strong collaborative relationships with our partners in accordance with ISO44001 principles.

Drive benefits realisation and LFE (Learning from Experience) to ensure we continually evolve our business to meet the needs of our customer.

Ensure communications on RD assurance matters, and SERP assurance activities are effectively disseminated to all stakeholders.

Person specification

We are looking for an Assurance Manager to work within the Business Management Team (BMT). The successful candidate will report to the Assistant Head BMT and provide leadership for a team of two. This is a challenging and exciting role providing excellent opportunities to develop your knowledge and application of contractual assurance activities. It also provides fantastic exposure to the wider business and visibility to senior leaders via the direct outputs of the role.

Essential Criteria

Experience of working in an assurance and/or audit environment

Excellent stakeholder skills and experience working with internal and external colleagues and customers from a wide range of business areas

Excellent written and verbal communication skills

Excellent Microsoft 365 skills, PowerPoint and Excel to an advanced level

Experience in line managing a proactive team, supporting and encouraging personal development

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
