The Finance & Payroll Design & Implementation Lead is the primary functional expert for the Finance & Payroll elements of the ERP transformation programme. You will work closely with the Programme Director, Project Manager and the Implementation Partner to ensure the Oracle Fusion Cloud solution is configured to meet the organisational, statutory and Finance & Payroll requirements of the Force as well as broader transformation goals, adhering to the principle of Adopt not Adapt.

Finance & Payroll Solution Design & Functional Leadership

  • Lead a dedicated team of functional process leads (internal staff and/or contractors) supporting the end-to-end functional design of Oracle Fusion Cloud ERP modules. Modules include: General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, Projects, Cash Management, Procurement integrations, Budgeting/Planning/Forecasting (EPBCS/PBCS where applicable), Payroll.
  • Coordinate and mentor departmental SMEs, ensuring timely project input.
  • Identify where the Force must adapt versus configuration.
  • Act as senior functional SME and sign off key design artefacts.
  • Lead To‑Be design workshops with the implementation partner.

Configuration, Build & Implementation

  • Work closely with the Implementation Partner responsible for configuration, providing knowledge transfer.
  • Ensure configuration is documented, controlled and aligned with design authority principles.
  • Collaborate with technical teams on chart of accounts, integration needs, data structures and reporting.
  • Support end‑to‑end processes spanning Finance, HR, Payroll, Procurement and operational policing.
  • Incorporate robust security, segregation of duties and internal controls.
  • Engage with external auditors and regulatory bodies as required.

Data, Integrations & Reporting

  • Define legacy data migration requirements and ensure proper mapping.
  • Lead data cleanup effort before entry into the new system.
  • Work with DDaT and the Implementation Partner on integrations.
  • Define and validate statutory, management and operational reports.

Testing Leadership

  • Create and validate test scenarios and scripts for System Integration Testing (SIT) and User Acceptance Testing (UAT).
  • Support defect triage and collaboration with partners to resolve issues.
  • Validate test results for accuracy.

Cutover, Transition & Go‑Live Readiness

  • Define cutover tasks and ensure readiness for go‑live.

Business Engagement & Change Support

  • Map business impacts with key stakeholders.
  • Track and realise business benefits.
  • Assist with change impact assessments and mitigation planning.
  • Develop training content and support super‑user enablement.
  • Translate complex system changes into business‑friendly language.

Governance, Assurance & Quality Control

  • Identify and mitigate risks, issues and dependencies related to Finance & Payroll delivery.

Post‑Go‑Live Support

  • Support issue resolution, continuous improvement and lessons learned.
  • Ensure effective knowledge transfer to permanent staff.
  • Support development of internal capability for ongoing system maintenance.
