The current operational environment for the Counter Terrorism Policing Headquarters (CTPHQ) is dynamic, and CT Policing must continually respond to the threat faced; therefore, change is at the heart of CT. Working within CTPHQ, the Business Change Manager (BCM) is part of the Change Pillar, which is responsible for overseeing change activity across the CT Network.

The Change Pillar manages the delivery of the Counter Terrorism (CT) Policing Change Portfolio to meet our strategic objectives. It is split into 4 teams: Portfolio Office (PfMO), Change Assurance and Standards, Business Change, Project and Programme Management (PPM), and Business Design. The BCM works within the Business Change Team, providing change management support to the programmes and projects in the CTP Change Portfolio, as well as to complex projects within the Technology Portfolio.

There are a number of permanent Business Change Manager (BCM) roles, supplemented by temporary contract resources. These BCMs will be line managed by the Business Change Leads, who will also be responsible for supporting the personal development of permanent staff. The BCMs will be expected to work at both programme and project level, supporting and guiding Regional Change Managers (RCMs) in the application of business change to projects they are managing within their regions.

Job Purpose

The purpose of this role is to provide change management support, training, guidance, and assurance to deliver change in a way that minimises disruption to operational delivery, builds capabilities, and realises benefits.

Key Responsibilities

  • Full/part-time deployment to manage business change on specific programmes/projects, which may require travel to regional CT(I)Us across England and Wales.
  • Contribute to the development and maintenance of the Business Change 'Centre of Excellence', focusing on continuous improvement of framework, methodology, tools, and templates.
  • Support the Business Change Leads and/or Project/Programme Managers in delivering effective business change interventions.
  • Utilise the business change framework, toolkit, templates, and approaches, contributing to continuous improvement.
  • Ensure rigorous, objective business change documents are created and updated, recommending and delivering interventions to mitigate negative implications.
  • Develop business change solutions or interventions to help overcome potential barriers and improve performance.
  • Capture and share insights from a diverse range of change stakeholders to ensure understanding of barriers to new ways of working.
  • Support the Business Change Leads in managing and developing the national Change Network with CT operational colleagues.
  • Consider and mitigate the cumulative impact on business areas implementing change.
  • Work with Regional Change Teams to build their change management capability.
  • Collaborate with HR and Communications colleagues to ensure that the 'people impacts' of change are understood.
  • Work with the Benefits Manager to ensure business change interventions are identified and addressed.
  • Engage and coach those responsible for delivery of programmes and projects in good change management practices.
  • Provide business change input into all governance documents to ensure successful and timely programme/project delivery.

The Business Change Managers will need to work as part of one or more programme/project teams to understand the impacts of change on the business, assessing feasibility of different solutions, and ensuring that business change activities are fully understood and incorporated into the implementation plan.

  • Exceptional planning and organisational skills, able to meet demanding deadlines.
  • Good interpersonal skills with the ability to work effectively with people at all levels.

  • Ability to work unsupervised and as part of a team.
  • Strong IT skills in the use of Microsoft products, especially MS Word and PowerPoint.

Essential Experience

  • Experience of facilitating groups, balancing conflicting opinions, and building consensus.
  • Experience of listening to the needs and experiences of customers to develop solutions.
  • Experience of business change, including planning, managing, and implementing change.
  • Experience at supporting the management of organisational change blockers and issues.

Desirable Experience

  • Knowledge of CT Policing including London (MPS), National (UK Force wide), and international responsibilities.
  • Previous experience of working in government, a security agency, or policing.

Qualifications

  • Essential: Prosci Practitioner (to be completed within first 6 months, if not already held).
  • APMG Change Management: Practitioner (to be completed after 12-18 months, if not already held).
  • Desirable: Managing Successful Programmes: Foundation, APMG Agile Change Agent, APMG Managing Benefits: Foundation.

Vetting

Minimum SC Clearance. Candidates must hold or be prepared to undergo National Security Vetting Security Check (enhanced) SCe level, with a willingness to undergo Developed Vetting (DV) once in post, if required.
