The Assets team within the Economy and Regeneration service of Ceredigion County Council provides a full range of property and estates management duties. The Chartered Surveyor will assist in the delivery of asset management and valuation services to meet prescribed targets in accordance with all relevant policies, standards, and legislation.

The role is responsible for providing effective day-to-day property and valuation advice to the asset service and internal departments and manage a caseload in accordance with initiatives and directives to maintain outputs of appropriate quality.

The individual also has responsibility for negotiations on behalf of the Council with external bodies in other public sector organisations, businesses, and individuals where required. The role will provide advice, guidance, and mentorship to other members of the team, and may also be responsible for the day-to-day supervision of work.

Key responsibilities include:

  • Working with the Team Manager and Corporate Manager to lead on the development of assigned strategic economic development projects/programmes in line with corporate priorities.
  • Undertaking valuations of all types of property transactions as required by the authority.
  • Conducting the Council's annual cycle of Asset Valuations in compliance with Authority's Financial Regulations, RICS Red Book, and CIPFA guidance.
  • Providing specialist advice and guidance on valuation-related matters and being the focal point of contact for the team and internal services for day-to-day valuation requirements.
  • Ensuring the effective management of surplus property pending disposal and assisting with the effective proactive management of the Council's non-operational property portfolio.
  • Undertaking negotiations for property acquisitions, freehold, wayleaves, easements, or other interests in property that may be required by the Council.
  • Performing general estate management duties as and when required by the wider team to support the caseload.
  • Preparing committee reports and briefings for the asset team as may be required and attending committee and working groups as necessary.
  • Deputising for the Asset Management Team manager and other team members as and when required.
  • Being responsible for the functional supervision of other team members.
  • Undertaking the training and professional development of team members.
  • Identifying new income generation opportunities.
  • Travel to offices and sites as required.
  • Complying with the Council's standards to deliver quality assured outputs and promote continuous improvement.
  • Ensuring compliance with RICS guidelines and ensuring that annual Continual Professional Development requirements are met.
