Job Purpose: To work with site management and employees to establish a safe environment and reduce the environmental impact. This is achieved through the provision of advice, the assessment of risk, the provision of training and facilitation of activities. The role includes a management aspect and a compliance aspect; management requires gathering, analysis and interpretation of collected Health, Safety & Environmental (HSE) data whilst the compliance aspect requires an understanding of internal and external HSE requirements (including legal). Reporting is an essential part of the role, including the presentation of observations, trends and strategies required for improvement.
Key Accountabilities:
- To maintain and monitor the HSEF (Health, Safety, Environment & Fire) procedures and records in line with the Group HSE Management Systems and Corporate Standards to meet legal compliance and group HSEF requirements for the Westhoughton site.
- Coordinate the delivery of HSEF audits & Safe, Secure & Sustainable inspection’s schedules and track any corrective actions.
- Ensure that risk assessments, task and COSHH (Control of Substances Hazardous to Health) risk assessments, environmental impact assessments, fire safety inspections / audits and other statutory inspections are up to date, reviewed and followed by corrective action.
- Provide HSEF & risk assessment training to support these processes as required.
- Ensure that all specialist HSE hazards, facility related HSEF issues are assessed and managed effectively (e.g. COSHH, Noise, Air Emissions, DSE (Display Screen Equipment) tracking etc; act as LSO (Laser Safety Officer) etc for Debden as needed).
- Ensure adequate provision of HSEF training for all employees (in house or contracted).
- Monitor HSE Communication notice boards and ensure they are maintained to the required standard.
- Work with the facilities team to approve any HSE elements, (Risk assessments & method statements i.e., for contracted services), Induction briefings relating to contractors and / or contracted works and to retain records as appropriate.
- Conduct period Safe Contractor audits.
- Approve the use of Hazardous Chemicals and to advise on storage, maintain the Chemical listings & provide, or arrange training as appropriate and maintain good records.
- Maintain the site elements of the ISO / management systems and audit compliance to these.
- Lead on incident investigations for any ‘material’ incidents (Accidents / high potential HSE incidents) and escalation as per process.
- Create and maintain the key area PPE (personal protective equipment) matrices, specify suitable PPE and provide training as required.
- Support and engage with ISO / Management Reviews at Westhoughton & to track progress of Objectives & targets.
- Create Period HSE Update Reports & statistics for sites & group reporting. Escalate any ‘off targets’ clearly.
- Alongside facilities & function managers, ensure there is effective liaison with outside enforcement bodies such as the Local Authority, HSE, Environment Agency, Fire Authorities and Insurers regarding HSEF issues.
- Ensure hazardous waste management procedures are correctly followed, provide training & audit.
- Ensure that all machinery and equipment (from a maintained asset list) has the required technical & use risk assessments (Noise / Vibration, PUWER, LSO, AOR (artificial optical radiation) etc) are carried out and appropriate records held, including ‘use authorisation’ and statutory checks.
- Manage effluent permit compliance and air emissions, as required, to ensure legal compliance.
- Assist / advise on any Expenditure Authorities and on any new processes & new machinery installations.
- Ensure that adequate First Aiders(FA), FA resources and training is in place. Aligned with FA procedure.
- Link up with HR & area managers to support the coordination of Occupational Health Surveillance and recommend reasonable adjustments with HR / OH as needed and audit.
- Carry out PWNM (pregnant women, nursing mothers) and Young Person’s risk assessments as statute required and make recommendations.
Qualifications and skills:
Essential:
- NEBOSH General Certificate (Diploma would be desirable)
- Knowledge of ATEX, DSEAR & COSHH
- Trained to carry out HSE Auditing on an Internal Level.
- Experience in writing procedures
- Proficient in MS Office tools (Excel, Word, PowerPoint, Project)
- Good communication skills both written and verbal and to effectively communicate at all levels
- Confident and experienced at training and in presenting to groups at all levels of the business
- Ability to self-manage and prioritise workload combined with effective time management
- Ability to work individually and as a team player and to influence, lead, mentor and coach others
- Some knowledge of Printing Industry would be desirable
Desirable:
- Experience in working with ISO accreditations
- Working towards, or holding an Environmental Qualification (IEMA Cert / NEBOSH Env Cert)
- Experience in maintaining and improving systems and processes
- Experience in structured problem solving, some knowledge of manufacturing & the environment
