DCM Surfaces is seeking an exceptional, highly organized, and proactive Office & Compliance Manager to oversee our day-to-day office operations, robust health and safety compliance, and essential HR administration. This is a fast-paced, multi-faceted role requiring a sharp eye for detail, excellent administrative skills, and the ability to confidently manage everything from fleet logistics and weekly payroll data to rigorous industry accreditations. As a small, dynamic team, we move quickly to meet the needs of our clients and site teams. Flexibility is key to this role; you must be willing to adapt to changing daily priorities, step in where needed, and handle evolving responsibilities outside the standard job brief to keep the business running like clockwork.

Key Responsibilities

  • Take ownership of completing the compliance, health and safety, and corporate credential sections of PQQs and tender documents to support the commercial and sales team in winning new business.
  • Manage, update, and distribute weekly Risk Assessments and Method Statements (RAMS) for all active sites, ensuring they are emailed to installers promptly.
  • Oversee Control of Substances Hazardous to Health (COSHH) assessments and maintain up-to-date O&M (Operation & Maintenance) Manuals upon job completion.
  • Maintain and uphold company standards in line with ISO 9001 (Quality) and ISO 14001 (Environmental).
  • Ensure all corporate industry accreditations are kept strictly up to date.
  • Confidently handle the reporting, documentation, and follow-up for any on-site accidents or incidents.
  • Coordinate routine building compliance, including PAT testing, fire safety drills, and general risk assessments.
  • Manage the initial stages of installer recruitment, including conducting interviews and processing new starter documentation.
  • Execute vital pre-employment checks, including Right to Work checks, Driving Licence verifications, DBS checks, and medical health questionnaires.
  • Conduct warehouse inductions for new personnel and ensure all training records are logged accurately on the Employer Training Matrix.
  • Scan, organize, and upload all sensitive employee and corporate documentation onto Breathe HR.
  • Administer comprehensive insurance policies across the office, company fleet, and commercial vehicles.
  • Oversee the allocation and tracking of company fuel cards, monitor Transport for London (TfL) charges, and manage the end-to-end processing and appeal of any driving or parking fines.
  • Coordinate quarterly orders for staff uniforms, place routine orders for warehouse stock/supplies, and manage office stationery and equipment inventory.
  • Assist with the completion of Professional Indemnity forms, handle commercial office contracts, and ensure company policies are reviewed and updated annually.
  • Collate, verify, and process the weekly wage data for our team of installers.
  • Match and process incoming operational invoices and resolve supplier queries efficiently.

Candidate Profile & Experience

  • A can-do attitude with the genuine flexibility to pivot between tasks, handle unexpected operational challenges, and take on varied responsibilities as the business evolves.
  • Proven experience as an Office Manager, Operations Coordinator, or Compliance Officer, ideally within the construction, surfacing, or civil engineering sectors would be an advantage but not essential.
  • Strong working knowledge of Health & Safety compliance, including RAMS, COSHH, and O&M manuals.
  • Familiarity with maintaining ISO 9001 and ISO 14001 management systems.
  • Experience managing fleet logistics, corporate insurance policies, and handling fine/TfL appeals.
  • Solid grounding in fundamental HR admin, vetting procedures (Right to Work, DBS), and experience using HR platforms.
  • Experience handling end-to-end weekly payroll data collation for manual/field-based workers.
