The Technical Delivery Manager is responsible for the end-to-end coordination and governed delivery of IT infrastructure programmes across Asta’s three core pillars: End User Computing & Identity, Platform Engineering (Cloud and On-Prem) and Information Security. The role owns the consolidated programme plan, RAID log, dependency management and resource forecasting across all initiatives, ensuring delivery is timely, controlled and aligned to Asta’s regulatory, client and strategic obligations.

Acting as the primary delivery interface for Asta’s Lloyd’s syndicate clients, the TDM coordinates client-facing projects, incident escalations, vendor management and management information (MI) reporting as part of a structured managed service offering. The TDM operates as the central coordination layer across IT leadership, service delivery, engineering teams and external stakeholders, reducing operational overhead on technical teams while ensuring risks, dependencies and governance requirements are proactively managed in line with FCA, Lloyd’s and client expectations.

In addition to infrastructure delivery, the role coordinates cross-functional IT and operational initiatives supporting business continuity and client operations, including Disaster Recovery (DR), Operational Resilience, office moves, workplace technology deployments and Lloyd’s market onboarding activities.

Key Responsibilities
  • Programme Planning, Governance & RAID Management: Own and maintain a single consolidated programme plan, RAID log and dependency map across all infrastructure and business IT initiatives. Ensure all workstreams have defined owners, milestones and delivery timelines. Apply appropriate PMO, PRINCE2, Agile or hybrid methodologies.
  • Stakeholder Communication & Reporting: Produce structured weekly and monthly reporting for Head of Infrastructure, Head of IT Service Delivery and senior stakeholders (Head of IT & COO as required). Deliver clear programme communications, MI packs and executive updates covering delivery, risk, SLA performance and outcomes.
  • Resource, Capacity & Financial Oversight: Maintain visibility of resource utilisation and capacity across all delivery streams. Identify constraints and support resourcing decisions. Track programme spend against budget, including forecast vs actuals, and support business case development.
  • Client, Vendor & Commercial Management: Build and maintain effective partnerships with Asta’s clients, IT representatives and vendors. Act as the primary coordination point for client delivery, ensuring services are delivered to agreed scope, standards and contractual obligations. Track vendor performance against milestones, manage delivery pipelines and onboarding commitments, and support commercial discussions and contract renewals with the Head of Infrastructure.
  • Process Improvement, Tooling & Service Catalogue: Identify and implement improvements to programme and project management processes across the infrastructure function. Evaluate and embed appropriate tooling to support planning, reporting and collaboration. Champion consistent delivery standards and ensure lessons learned from completed projects are captured and applied. Support the development and formalisation of Asta's IT service catalogue.
  • Major Incident Facilitation & Problem Management: Triage and own the resolution of complex, cross-vendor incidents including planned changes, business-critical events and unplanned service outages and identity service disruptions that currently consume multiple engineers without a single coordinator. Maintain a structured problem register and track known errors to permanent fix.
  • Disaster Recovery & Operational Resilience Coordination: Coordinate Disaster Recovery (DR) and Operational Resilience activities across Asta and client environments, including DR testing cycles, failover planning, scenario simulations and audit readiness. Maintain visibility of critical business services, recovery objectives (RTO/RPO), and ensure alignment with regulatory expectations (including FCA and Lloyd’s). Track remediation actions arising from DR tests, resilience assessments and audit findings through to completion.
  • Business & Workplace Technology Delivery: Coordinate delivery of IT activities that sit outside traditional infrastructure programmes but are critical to business operations. This includes office moves, workplace technology setup, user migrations, and physical IT deployments. Own the end-to-end coordination of Lloyd’s market onboarding activities, including Lloyd’s box setup, connectivity, telephony, end-user services and associated compliance requirements. Ensure these activities are planned, resourced and governed within the central programme plan, with clear dependencies into infrastructure, vendors and business stakeholders.
Skills, Knowledge & Expertise
  • Programme/Project Delivery, Planning and Control: Experience delivering complex IT programmes in regulated or managed service environments. Strong capability in planning, RAID management, dependency mapping and milestone tracking across multiple concurrent workstreams. Proficient in delivery tooling (Jira, MS Project/Planner or equivalent) and applying Agile, Waterfall or hybrid methodologies.
  • Infrastructure & Technical Context: Good working understanding of enterprise IT infrastructure on-premises estate (VMware, storage, networking), Microsoft Azure, M365, identity management and information security operations. Sufficient technical depth to hold credible conversations with engineers, challenge delivery estimates and triage complex cross-vendor incidents without requiring an engineer to act as intermediary.
  • Problem Management: Experience facilitating & triaging long running complex Infrastructure Problem Management records. Able to convene and chair bridge calls, maintain incident timelines, coordinate containment and drive to resolution across multiple technical teams and third-party providers.
  • Vendor & Contract Management: Experience managing third-party technology vendors and delivery partners, tracking contractual deliverables and holding suppliers to account. Familiar with managing IT outsourcing relationships across multiple concurrent engagements. Ability to support commercial negotiations in collaboration with senior stakeholders.
  • Client-Facing Delivery & Managed Service: Experience delivering IT services directly to external clients in a managed service or professional services context. Comfortable acting as the primary client delivery contact, producing client-facing reports and managing expectations across multiple accounts simultaneously. Understanding of chargeable managed service models and day-rate billing.
  • Governance, Stakeholder Management & Reporting: Strong experience operating within regulated environments, including change governance (CAB), ITIL-aligned controls and compliance frameworks. Able to engage stakeholders from engineers through to executive level, translating technical delivery into clear business and regulatory outcomes.
  • Collaboration & Team Enablement: A collaborative, enabling style, the TDM removes coordination overhead from engineers rather than adding process. Able to build trusted relationships with technical leads and create conditions for high-velocity delivery. Comfortable working across a multi-client, multi-vendor environment with competing priorities.
  • Operational Resilience & Business Coordination: Understanding of Disaster Recovery, operational resilience frameworks and coordination of business-critical IT activities (e.g. office moves, regulatory onboarding such as Lloyd’s). Able to manage delivery across both technical and business domains.
