Procurement Consultant – Manchester/Bristol/London/Gloucestershire – Permanent (37.5 hours per week) – £39,100 – £77,000 per annum – SC or DV Cleared

Company Cultures and Job Summary

Our client is a large consultancy in the UK and are particularly successful working on MOD, Government and Public Sector contracts and are working hand in hand with clients to advise them and guide them through complex procurements and commercial negotiations.

It is essential that you have experience in multi-supplier procurements within Government, Defence or National Security and have excellent stakeholder management experience, ideally within a consultancy capacity.

Our client has won a number of key programmes and this is an excellent opportunity to really make a difference at this crucial time!

Working Patterns: 2 – 3 Days on site in their locations, but candidates must be prepared to travel up to 5 days per week to Client site.

The Key Responsibilities of a Procurement Consultant

  • Creating procurement and commercial strategies, including developing well-founded options to guide client decisions on areas such as commercial structuring, contract lotting, payment and pricing models, incentive mechanisms, market engagement routes, and evaluation methods.
  • Contributing to the preparation of key procurement documents such as PQQs, ITNs/ITPDs, Heads of Terms, and contract agreements.
  • Conducting detailed analysis to generate insights and build an evidence base that supports solution design and organizational change.
  • Assisting in negotiations between Defence/Public Sector clients and commercial suppliers.
  • Designing contract management frameworks to help clients establish the structures needed to realize value from commercial arrangements.
  • Building and maintaining strong professional relationships with clients and external partners, including government suppliers.
  • Collaborating with internal teams—such as Digital Strategy, Innovation, Cyber Security, and Data Analytics—to leverage specialist expertise and deliver a cohesive client experience.
  • Continuously developing professional knowledge and skills, while sharing insights and best practices with colleagues.

Below is a list of Key Skills required for the Procurement Consultant, however you will not be expected to have everything:

  • Proven experience in managing complex procurement environments, particularly within Defence or broader public sector settings, to achieve strategic objectives while ensuring best value for money.
  • Genuine motivation to create positive societal impact through a blend of strategic insight, practical problem-solving, and innovative thinking.
  • Solid understanding of applicable procurement laws, policies, and regulations.
  • Excellent verbal and written communication skills, with the ability to convey complex information clearly and confidently.
  • Strong project management abilities, including delivering high-quality, compliant outputs within tight deadlines.
  • Capable of leading an independent workstream while contributing effectively to larger team initiatives.
  • Comfortable working in dynamic, uncertain, and fast-changing environments.

  • Demonstrated success in building and maintaining productive relationships to achieve shared goals.
