Our client is supporting programmes across the Defence and National Security sector and is looking for a Business Change Consultant – L&D (Learning and Development) to deliver people-focused transformation and change initiatives.
They are seeking candidates with broad HR and change consulting experience, particularly across learning and development, training, recruitment, workforce transformation, and HR advisory services within Defence or secure environments. To be considered, you must have previous experience working within the Defence, Security, or wider Public Sector space. This is a hybrid consulting role requiring approximately 3 days per week onsite or in the office, alongside flexibility to travel UK-wide depending on client requirements.
Key responsibilities:
- Design and implement modern learning and development strategies aligned to organisational transformation objectives.
- Build and evolve end-to-end learning pathways, capability frameworks, and workforce development programmes.
- Lead the implementation and optimisation of learning platforms, tools, and digital training solutions.
- Develop engaging learning content and training structures to improve workforce capability and productivity.
- Drive employee engagement initiatives focused on learning culture, development, and continuous improvement.
- Measure training effectiveness and learning outcomes, using data and insight to improve performance and productivity.
- Support organisational change and adoption activities linked to training and workforce transformation programmes.
- Facilitate workshops, stakeholder sessions, and user engagement activities across Defence and secure-sector environments.
- Work collaboratively with senior stakeholders, project teams, and client leadership to deliver successful transformation outcomes.
- Mentor junior team members and contribute to an inclusive, collaborative consulting environment.
Key Skills required:
- Proven experience delivering Learning & Development transformation programmes within Defence, Government, or highly regulated environments.
- Hands-on experience implementing new training programmes, learning structures, or capability frameworks from the ground up.
- Strong understanding of modern L&D tools, training platforms, digital learning technologies, and learning management systems.
- Expertise in instructional design, learning content development, and workforce capability improvement.
- Experience measuring training effectiveness, employee engagement, and productivity outcomes.
- Background supporting organisational change, workforce transformation, or people capability initiatives.
- Strong stakeholder engagement and workshop facilitation experience.
- Experience within Defence Digital, the MoD, or Defence training providers would be highly desirable.
- Be able to apply knowledge and expertise in a range of client scenarios, focusing on high quality even in high pressured, time critical situations.
