We're seeking an experienced policing consultant to undertake an independent review of a neighbourhood policing model for a UK police force. This assignment will assess workforce deployment, officer and PCSO mix, operational demand and resource allocation across local policing teams, providing evidence-based recommendations to improve effectiveness, resilience and visibility within neighbourhood policing. The review will also consider how neighbourhood policing interacts with response functions to support a whole-system approach to service delivery.
You'll be responsible for:
- Reviewing the current neighbourhood policing operating model.
- Assessing workforce allocation across local policing teams and identifying opportunities for greater consistency and effectiveness.
- Evaluating officer and PCSO workforce mix, deployment and role clarity.
- Analysing demand, performance and resource utilisation data.
- Reviewing the interaction between neighbourhood policing and response functions.
- Benchmarking current arrangements against comparable forces and recognised good practice.
- Developing practical, evidence-based recommendations to improve efficiency, resilience and service delivery.
- Presenting findings and recommendations to senior leaders and Chief Officers.
We're looking for:
- Proven experience delivering operating model, workforce or service reviews within policing.
- Strong understanding of neighbourhood policing and response policing.
- Expertise in workforce planning, demand modelling and organisational design.
- Experience analysing operational performance and resource data.
- Knowledge of national policing frameworks and performance measures.
- Excellent stakeholder engagement, facilitation and report-writing skills.
- Ability to translate analysis into clear, practical and deliverable recommendations.
Desirable:
- Existing Staff Vetting, Core Vetting or equivalent police clearance.
- Previous consultancy experience within UK policing.
- Experience supporting neighbourhood policing reviews, workforce redesign or force improvement programmes.
