Dartford Borough Council have over 4000 social homes throughout the local area. With an established track record for maintaining quality homes, delivering new affordable housing and investing in local communities, this is an exciting opportunity to join the Council. Complementing our existing service, this role has been created to provide a service lead to manage compliance.
We are seeking an experienced and proactive Housing Compliance Manager to join our team and to lead and manage compliance across our housing maintenance service. The position offers the opportunity to work within a collaborative environment, develop your skills and contribute to achieving our service goals.
This is a key role ensuring that Dartford Borough Council meets all statutory and regulatory requirements relating to housing health and safety, including gas, electrical, fire safety, water hygiene, and asbestos management. You will be responsible for developing and maintaining robust compliance frameworks, monitoring performance, and driving continuous improvement to keep our residents safe and our properties compliant.
As a landlord we currently have responsibility for buildings up to 11m in height, with no dwellings above this height. As the postholder you will have responsibility to oversee a team of compliance surveyors, a compliance officer and administrator.
Key Responsibilities
- Ensure full compliance with all housing-related health and safety legislation and regulations.
- Develop and implement compliance policies, procedures, and monitoring systems.
- Manage and oversee statutory safety checks and servicing programs (gas, electrical, fire, water hygiene, asbestos).
- Monitor contractor performance and ensure works are delivered to required standards.
- Prepare compliance reports for senior management and regulatory bodies.
- Lead on audits, inspections, and risk assessments, taking corrective action where necessary.
- Provide expert advice and guidance to colleagues and stakeholders on compliance matters.
About You
- Proven experience in housing compliance or a similar role within social housing.
- Strong knowledge of housing health and safety legislation and regulatory requirements.
- Excellent analytical and problem-solving skills with attention to detail.
- Ability to manage contractors and monitor performance effectively.
- Strong communication skills and ability to influence at all levels.
- Proficient in Microsoft Office and housing management systems.
- Relevant professional qualification (e.g., NEBOSH, IOSH).
- Must hold a full UK driving licence and access to a vehicle for work.
