Danny Sullivan Group are currently looking for a Pre-Construction Manager for a role that we have available with a civil engineering contractor engaged in major projects across the UK. The Pre-Construction Manager will be responsible for managing all early-stage project development activities from tender stage through to contract award and handover to the delivery team. This includes leading bid preparation, coordinating design development, identifying risks and opportunities, supporting cost planning, and ensuring our proposals are buildable, compliant, and competitive.
Responsibilities:
- Lead the pre-construction process for major civil engineering tenders, frameworks, and negotiated opportunities.
- Coordinate all inputs required for tender submissions including engineering, planning, estimating, procurement, and commercial.
- Develop robust pre-construction programmes, logistics strategies, and buildability solutions.
- Chair internal tender meetings, workshops, and gateway reviews.
- Manage early engagement with designers, consultants, and key supply chain partners.
- Coordinate temporary works requirements and early engineering studies.
- Support cost planning and estimating teams by providing methodology, quantities, sequencing, and technical inputs.
- Identify project risks, opportunities, and value-engineering options.
- Contribute to tender pricing strategies and commercial submissions.
- Ensure all pre-construction deliverables meet contractual, regulatory, and compliance requirements.
- Attend client meetings, presentations, and site visits to communicate our technical approach and strategy.
- Prepare detailed pre-construction handover documentation for project delivery teams.
- Support mobilisation activities, including early works planning, procurement, and site set-up strategies.
Experience/qualification:
- Proven experience in pre-construction or technical management within the civil engineering or infrastructure sector.
- Demonstrable experience leading multi-disciplinary pre-construction teams during tender stages.
- Ability to interpret technical drawings, specifications, and contract documents.
- Strong understanding of construction methodologies, sequencing, logistics, and constraints.
- Ability to manage multiple complex bids simultaneously.
- Degree in Civil Engineering or related discipline (or equivalent experience).
- Chartered or working toward professional status (ICE, CIOB, or similar).
- Experience with NEC or other UK standard forms of contract.
- Experience in early contractor involvement (ECI).
