Are you an experienced Senior Bid Manager with active SC Clearance looking to join one of the UK's most high-profile government programmes? We're looking for a commercially minded Bid Manager to lead complex change proposals from concept through to customer approval. You'll work across multiple stakeholders, shaping winning solutions, driving governance, and ensuring proposals are delivered on time, within budget and to the highest standard.

What You'll Be Doing
- Lead the end-to-end delivery of business change proposals from initial request through to customer sign-off.
- Develop clear, compelling client proposals using established governance and templates.
- Work with technical, commercial and delivery teams to define requirements and shape effective solutions.
- Manage multiple bids and change requests simultaneously, balancing competing priorities.
- Drive proposals through internal governance and review processes.
- Build strong relationships with internal stakeholders, third parties and customers.
- Ensure proposals are commercially viable, accurately costed and delivered within agreed timescales.
What We're Looking For
- Extensive Bid Management experience within large, complex government programmes.
- Strong knowledge of CGI's STEP methodology and experience producing SSDMs and SDMs.
- Excellent commercial awareness with the ability to develop high-quality client proposals.
- Strong stakeholder management and communication skills.
- Experience coordinating technical estimates and cross-functional delivery teams.
- Ability to manage multiple concurrent proposals in a fast-paced environment.
- Understanding of change governance, SLAs, budgeting and resource management.
Essential Requirements

- Active and transferable SC Clearance
- Sole UK National
- UK passport holder only (no dual nationality)
- Clearance must remain valid and meet UK Government transfer criteria
- Recent experience working on a UK Government or Police contract requiring SC clearance
This temporary contract is inside IR35 and will require working under the direction of the client delivery manager as part of a multi-disciplinary team. The successful candidate will follow established delivery processes and working practices. This role requires the successful candidate to undergo and be eligible for UK Security Vetting at SC/DV level. Clearance sponsorship will be provided where required. Due to the nature of the work, candidates should meet the relevant residency requirements. If applicable, reserved post nationality restrictions will be confirmed by the client.
