Dalkia UK have a great opportunity for a Building Surveyor to support our PFI and other contracts by fulfilling a programme of building / asset condition surveys on a permanent basis. You will be based out of our Manchester office but will be travelling to sites across the North of England and other parts of the UK when required.

Role Purpose:

  • To ensure that all annual asset condition surveys are complete to the contractual time scale to the agreed format.
  • Ensure all contract drawings are updated annually and that we are statutory compliant with drawings.
  • Produce annual Life Cycle Plans to the contractual time scale to the agreed format.
  • Update Asset manager of condition data feeding into annual lifecycle plans.
  • Provide professional reports and project management services to the Operational teams as requested.

Experience with CAFM, or asset management systems

Summary of Responsibilities

  • Asset Lifecycle Planning
    • Develop and maintain lifecycle models for building components (e.g. structure, fabric, Externals).
    • Forecast replacement cycles and capital expenditure over 5–30 years.
    • Assist in the Production of Planned Preventative Maintenance (PPM) schedules.
  • Condition Surveys
    • Carry out site inspections and condition assessments.
    • Grade assets and identify defects, risks, and compliance issues.
    • Use survey data to inform lifecycle cost planning.
    • Liaising with clients, customers, Regional Project Managers and internal management in order to identify asset performance.
    • Support and monitor life cycle plans through regular condition surveys.
  • Compliance & Building Safety
    • Ensure assets meet fire, health & safety, and statutory requirements.
    • Support the “golden thread” of information for higher-risk buildings.
    • Monitor elements such as fire doors, cladding, alarms, and compartmentation.
    • Demonstrate compliance to all applicable statutory standards relating to the operations of the property infrastructure as according to legislative requirements.
  • Cost Planning & Budgeting
    • Prepare lifecycle cost plans and 30-year investment strategies.
    • Advise on CAPEX vs OPEX decisions.
    • Support procurement and value engineering.
    • Provide regular reports in alignment with the contract reporting requirements.
  • Project & Works Management
    • Specify and manage maintenance and replacement works.
    • Oversee contractors (e.g. FIRAS-certified installers for fire doors).
    • Review technical submissions and ensure quality of installation.
  • Data & Asset Management
    • Maintain asset registers and digital records (CAFM / BIM systems).
    • Ensure data is accurate, auditable, and aligned with lifecycle models.
    • Contribute to golden thread documentation.
  • Stakeholder Coordination
    • Liaise with clients, managing agents, contractors.
    • Provide technical advice and reporting.
    • Support audits and regulatory inspections.
    • Take a leading role on sourcing, scoping and delivering contract variations in line with client and business requirements.
    • Monitor and deliver on appropriate strategy for the efficient and cost effective provision of services to the client.
  • Any other duties that commensurate with the position.

Skills and Experience

The knowledge, skills, qualifications and experience relevant to the position are:

  • Essential
    • Member RCIS, Associate (ARICS), Member CIOB or Associate CIOB or working towards chartership.
    • 5 years’ experience of working in a similar field.
    • Previous experience of working within a multi-disciplinary building surveying practice.
    • Experience of asset collection and asset condition surveying.
    • Full working knowledge of Microsoft Office packages in particular Excel.
    • Competent in AUTO CAD.
  • Desirable
    • Previous knowledge of working with PFI contracts.
