Job Description

Permanent

Ref: H7210

The opportunity has arisen for this vacancy within the Private Sector Housing Team. You will regulate private sector housing in Dacorum and, where required, take enforcement action against landlords and liable parties with the aim to raise standards. This role will also support landlords and tenants in the private rented sector to understand their rights and responsibilities and play a key role in preventing homelessness.

You will be required to carry out inspections and take statutory action relating to private sector dwellings, including houses in multiple occupation, to ensure adequate standards. Establish property conditions and, in particular, identify category 1 or category 2 hazards and determine the most appropriate course of action regarding Housing Health and Safety Rating System assessments, the council’s enforcement policy, and legislative powers.

You will undertake inspections of properties and take enforcement actions on behalf of the service, including HMO inspections, immigration visits, property inspections, HHSRS inspections, and empty homes work. The role also includes taking appropriate action—prohibition orders, notices, civil penalties, and prosecutions—when landlords or liable parties fail to comply with legal responsibilities or breach license requirements.

You will have excellent written and oral communication skills and the ability to achieve defined performance targets. Support the Assistant Director, Group Manager, and Team Leader as part of the service team in delivering the council’s corporate vision, values, and strategic priorities.

Act as an advisor to the Assistant Director, Head of Service, Manager, and Senior Management on the allocated service.

Work in collaboration with other services and senior management to ensure that services are joined up appropriately and are aligned to the achievement of the council’s aims and objectives.

Applicants must have a driving licence that is valid in the UK.

An Enhanced check will be undertaken with the Disclosure and Barring Service to ensure that the successful candidate has no relevant convictions.

The deadline for applications will be midnight on the closing date shown in the advert details.
