An exciting opportunity has arisen for an experienced Commercial Manager to support the Head of Commercial Development in delivering key elements of the Council’s commercial strategy and programme.

This is a key role for someone who can bring commercial insight, energy, and practical experience to help shape how the Council identifies opportunities, develops business cases, and delivers income generation and efficiency savings.

Key Responsibilities

  • Lead Day-to-Day Management: Oversee the Commercial Strategy and Programme, driving new initiatives and helping to embed a strong commercial ethos across the organization.
  • Collaborate & Advise: Work closely with cross-functional colleagues and stakeholders to provide commercial advice and constructive challenge, ensuring the delivery of robust business cases and service plans.
  • Contract & Stream Optimisation: Review service delivery models, develop commercial strategies, and identify opportunities for improved efficiency, income generation, and value for money.

About You

We are looking for an exceptional communicator who can build strong, meaningful relationships across a complex organization. Using tact, diplomacy, and effective negotiation skills, you will influence positive outcomes and deliver against defined performance targets without needing direct line-management authority.

The Council is going through a major change as part of Local Government Reorganisation (LGR) and devolution. This means that the district and borough councils in Hertfordshire will be replaced by a smaller number of new unitary councils.

The aim is to make local government simpler and more efficient, improve services for residents, and bring decision-making closer to the communities we serve.

What this means for you

If you join Dacorum Borough Council between now and 31 March 2028, you will move to a new organisation on 1 April 2028. Your role will transfer to the new authority, but the way you work and who you report to may change.

While this may be different from what you are used to, it is also a rare and exciting opportunity to join Dacorum at a time of real change.
