Senior Manager, Government Relations (Europe) will be instrumental in D‑Wave’s European government engagement strategy, advancing policies that support quantum computing, innovation, and workforce development. The role develops and executes advocacy efforts at pan‑European level, including the UK, and builds strong relationships with policymakers, industry partners, in‑region technology and quantum trade associations.

As a leader, the Senior Manager serves as both a strategic advisor and hands‑on operator, representing D‑Wave externally and partnering internally to align policy positions with business priorities. The position is remote, with travel required within the region.

What You’ll Do

  • Develop and execute public policy and government relations strategies aligned with D‑Wave’s business objectives, in coordination with the Global Government Relations and Public Affairs team.
  • Advocate for policies supporting quantum computing, research funding, and technology innovation at the European Union, targeted EU member countries and the United Kingdom.
  • Support trade policies that align with D‑Wave’s company positions.
  • Build and maintain trusted relationships with regional policymakers, regulators, industry groups, NGOs, think tanks, and advocacy partners.
  • Monitor and analyze legislative and regulatory developments; advise senior leadership on public policy risks, opportunities, and emerging trends.
  • Partner with internal teams, including Legal and Business Development, to align policy initiatives with company strategy and global messaging.
  • Engage with targeted economic development organizations in Europe, supporting D‑Wave’s long‑term corporate objectives.
  • Translate complex policy and technology issues for technical and non‑technical audiences; develop policy papers and support public affairs initiatives.

About You

  • 8+ years of experience working with the European Commission on technology policy.
  • Experience with the UK Parliament on technology is a plus.
  • Strong command of European government operations, advocacy (including public consultations and policy dialogue), and trade, including awareness of key trade agreements and related committees.
  • Bachelor’s degree or additional equivalent work experience.
  • Demonstrated ability to build trusted relationships with government stakeholders, policy influencers and external advocates.
  • Individual contributor experienced in strategic planning, policy analysis, and multi‑level advocacy.
  • Executive‑level communication, negotiation, and leadership skills.
  • Ability to thrive in a fast‑paced, remote, and highly collaborative environment.
  • Strong analytical skills with the ability to translate complex technical topics for non‑technical audiences.
  • Familiarity with quantum computing, AI/ML, or high‑performance computing preferred.
  • Background in technology and trade policy for a publicly traded company a plus.
  • Essential language: English; Desired: German, Italian.
