We are seeking to appoint an experienced and motivated People and Culture Officer to support the delivery of a high-quality, professional and customer-focused People and Culture service. This is an excellent opportunity for an HR professional to contribute to a broad portfolio of people activity, supporting organisational priorities, statutory responsibilities and the delivery of an effective employee experience across the organisation.

About the Role

Reporting to the Senior Business Partner People and Culture, the postholder will support the delivery of a responsive, efficient and compliant People and Culture service across the organisation. The role involves contributing to a broad range of HR activity, ensuring services are delivered in line with organisational objectives, legislative requirements and good practice. This is an opportunity to play a key role in supporting managers and colleagues, maintaining high standards of service delivery and contributing to continuous improvement across the employee lifecycle. This is a 35‑hour post with hybrid and flexible working arrangements available.

Main Duties and Responsibilities

  • Provide excellent People and Culture support and responsive customer service across the organisation.
  • Support day‑to‑day HR activity, helping to ensure performance targets and service standards are met.
  • Contribute to employee relations casework, including performance, ill health, disciplinary and grievance matters.
  • Support policy and procedure reviews and help deliver guidance and training in key areas such as equality, diversity, data protection and health and safety.
  • Lead and support learning and development activity, including programme design, delivery and monitoring.
  • Maintain accurate employee records, prepare payroll information and produce management information reports.
  • Use data, insights and feedback to identify service improvements and support continuous development.
  • Promote organisational values, equality, inclusion, compliance and a positive team culture.

Person Specification

  • CIPD Level 3 or above, or a relevant HR qualification.
  • Experience of advising colleagues on HR matters and supporting employee relations casework.
  • Experience of monitoring budgets, using HR systems and producing meaningful management information.
  • Knowledge of employment law, data protection and health and safety legislation.
  • Experience of learning and development systems or programmes.
  • Strong communication, collaboration, problem‑solving and attention to detail.
  • The ability to build effective relationships and work confidently across teams.
  • A commitment to organisational values and continuous improvement.

Desirable: experience in the housing sector, trade union engagement and Welsh language skills.
