Cardiff Council's Development and Regeneration team is supporting the delivery of the Pride in Place Programme, an ambitious, long-term investment programme designed to support community-led regeneration and deliver lasting benefits for local people and neighbourhoods in Cardiff. The programme will provide up to £20 million of investment over a ten-year period, empowering communities to shape local priorities and influence how investment is delivered in their area.

About the job
We are seeking an experienced and highly motivated Programme Manager to lead the development, coordination and delivery of the Pride in Place Programme on behalf of Cardiff Council as the accountable body. You will be responsible for ensuring that the programme is effectively planned, governed, managed and monitored in accordance with programme objectives and UK Government funding requirements.
The successful candidate will have a key role in supporting the design and delivery of a long-term Pride in Place Plan, ensuring that community priorities are translated into a robust and deliverable programme of investment. You will support and enable the independent Neighbourhood Board, providing strategic advice, programme leadership and professional support to ensure effective community-led decision making.
You will oversee programme governance, financial management, performance monitoring and risk management arrangements, while overseeing a portfolio of capital and revenue projects across a range of themes which could include community assets, high streets, community safety, sport, young people, training opportunities and green spaces. You will work alongside the Neighbourhood Board, closely with residents, community groups, businesses, elected members, internal Council services and UK Government officials to ensure strong partnership working and successful programme delivery.
This is a challenging and rewarding leadership role requiring strategic thinking, strong programme management skills and the ability to work confidently across complex partnership environments to deliver positive outcomes for local communities.
What We Are Looking For From You
The successful candidate will be an experienced programme, regeneration or project management professional with significant experience of developing and delivering complex programmes and projects. You will possess a degree-level qualification or equivalent professional experience and be able to demonstrate a strong track record of managing regeneration programmes, partnerships or major investment initiatives.
You will have a thorough understanding of programme management principles, governance, assurance, performance reporting, risk management and financial oversight. Experience of working across complex partnership settings, influencing stakeholders and managing competing priorities is essential.
We are looking for someone who is an excellent communicator, relationship builder and problem solver, with the ability to inspire confidence and build trust with communities, partners and stakeholders. You will have experience of engaging with communities and stakeholders in a meaningful and inclusive way, ensuring local voices are reflected in the development and delivery of projects and investment programmes.
The right individual will be engaging, collaborative and self-motivated, with a flexible approach to work and a commitment to delivering high-quality, people-focused places that support Cardiff’s communities and the Council’s wider regeneration objectives.
