Cardiff Council is looking for an ambitious and collaborative Operational Manager for Locality and Care to help shape and lead services that support adults to remain independent, safe and connected within their communities.

This is an exciting opportunity to lead locality-based care services across the city, strengthen integrated working with health and partners, and influence how preventative, community-based and person-centred support is designed and delivered across Adult Services.

Locality and care services are at the heart of Adult Social Care in Cardiff. They help people access the right support at the right time, prevent or reduce the need for formal care, support unpaid carers, promote independence, and enable people to live well in their own homes and communities. We are looking for someone who can see opportunity in complexity, bring people together to solve problems, and deliver practical improvements that make a real difference.

What you will lead:

• Strategic and operational leadership of locality-based care services across Cardiff.
• Preventative, community-based and integrated care services that help people remain independent, well and connected.
• First Point of Contact and wellbeing services, ensuring effective information, advice and assistance.
• Services supporting unpaid carers through a dedicated carers support team.
• The Integrated Discharge Hub, supporting safe and timely hospital discharge and helping to reduce avoidable admissions.
• Telecare, Meals on Wheels, locality services and community-based day opportunities.
• Partnership working with health, housing, care providers, third sector organisations and community partners.
• Continuous improvement, performance management and financial sustainability across a large operational service area.

What We Are Looking For From You

You will be an experienced, inclusive and collaborative leader with a strong track record of delivering high-quality community, health, housing or social care services in a complex environment.

• Significant experience of leading services that support adults to remain independent and well.
• A good understanding of prevention, reablement, person-centred support and the Social Services and Well-being (Wales) Act.
• Experience of integrated working across health, including primary and secondary care.
• Strong strategic thinking, problem-solving and planning skills.
• Experience of leading change, improving performance and developing evidence-based proposals for service improvement.
• The ability to manage resources, staff, budgets, property and technology effectively.
• Excellent partnership, communication and stakeholder management skills.
• The ability to inspire, support and develop high-performing teams.
• The ability to speak other languages, in particular Welsh, and Community Languages would be an advantage.

Additional information

This is a permanent position for 37 hours per week.

The role is suitable for job share.
