The role offers an exciting opportunity to join the South East Wales Industry & Waste Regulation Team as a Senior Industry and Waste Regulation Officer. Your work will directly influence how industrial and waste sites operate in Wales, ensuring they meet environmental standards and continue to improve.
In this role you will:
- Regulate high-risk industrial and waste activities, including major installations, COMAH, RSR, and permitted waste facilities.
- Respond to environmental incidents, investigate impacts and recommend appropriate follow-up action.
- Drive compliance using NRW’s Regulatory Principles, apply proportionate enforcement where required and secure meaningful environmental benefits through regulatory interventions.
- Assess compliance at installations, COMAH sites, waste sites and sites handling radioactive substances.
- Liaise with Counter Terrorism Security Advisors.
- Take appropriate actions to collect evidence for enforcement purposes, following defined procedures.
- Lead responses to large or contentious cases/issues.
- Coordinate pre-application discussions with operators and NRW permitting teams to facilitate timely, efficient and high-quality permit variations.
- Determine and implement the most appropriate intervention option to ensure operators return to compliance quickly and with minimal environmental impact.
- Work with operators to develop medium-term regulatory strategies, engaging senior managers and executives within companies.
- Participate in technical/strategic groups or represent NRW on external forums such as UK regulator sector groups.
- Contribute to NRW sector and cross-agency groups to disseminate good practices.
- Coach and mentor team members.
- Respond to incidents and complaints.
- Support a positive health, safety and well-being culture.
- Undertake health and safety duties and responsibilities appropriate to the post.

- Use your personal development plan (Sgwrs) to pursue development.
- Participate in incident response activities.
- Carry out any other reasonable duties requested, commensurate with the grade of this role.
Your qualifications, experience, knowledge and skills include extensive knowledge and experience of working in a regulated industry or as a regulator, a good understanding of commercial business processes and pressures, and the ability to communicate effectively with regulated business and the public. Welsh language level records are required.
Welsh Language level requirements: Essential: Level A1 – Entry level.
