A Fixed term/Secondment opportunity until 15 October 2027 to cover a secondment has arisen in the Continuing Health Care (CHC) / NHS Funded Nursing Care (FNC) Team. If you are interested in applying for it as a secondment, please obtain permission from your current line manager prior to applying. We are a busy, friendly team. The role is office based, 30 hours per week and you will need to have experience and knowledge of a variety of Admin / Management roles as the post includes:
- Administering the processes for Primary Care & Communities CHC Panel, Retrospective Reviews / Appeals / Disputes / Independent Review Panels / NHS FNC / CHC & FNC Invoices / Staff Supervisory Responsibilities / Extracting and analysing data from Databases / Excel and undertaking regular audits.
- Liaising with members of the public, internal and external departments to resolve queries.
Welsh Skills Desirable: This post is advertised as Welsh Desirable. This doesn’t mean essential; whilst the candidate doesn’t need to have skills in Welsh, we’ll consider it an advantage when short-listing and selecting candidates. This isn’t ‘fluency’, just Speaking & Listening skills at Level 3 (equivalent to CEFR B2) or above. Level 3 means basic conversations with patients about their everyday health.
Main duties of the job:
- Continuing Health Care - Adhere to Panel Process, which includes Quality Assurance, Drafting panel document, Distributing panel documents, Attending Panels, Maintaining Database, Distributing Outcome Letters.
- Register CHC Assessment Requests, distribute Patient Information Booklets and maintain database.
- Appeals - Registering, collating documentation, arranging peer reviews and liaising with appellants, maintaining spreadsheet.
- Disputes - Registering, collating documentation, arranging peer reviews, setting up meetings and liaising with all individuals involved, maintaining spreadsheet.
- Retrospective Reviews - Registering, collating documentation, setting up meetings, liaising with claimants (solicitors and families), maintaining CTM UHB and WG Databases.
- NHS FUNDED NURSING CARE - Ensuring New Admissions process is adhered to. Generate Review Lists for Nurse Assessors. Arrange for Local Authority contracts to be signed and returned. Maintain Nurse Assessor Annual Timetable, distribute Care Home Annual Visit Notifications. Log Nursing Assessments Outcomes and distribute outcome letters.
- FINANCE - Complete monthly audits. Create / cross check invoice batches. Resolve query invoices that are escalated by the Admin Team.
- TEAM MANAGEMENT - Provide advice and guidance to Admin Team, Complete ESR, Undertake PDR's & monthly Supervision, provide training.

Qualifications/Knowledge:
- Essential: Degree in relevant subject or possess equivalent level of skills, knowledge and experience.
- Fully conversant with Microsoft Office Software, and advanced keyboard skills. Knowledge and familiarity of various computer packages used within the NHS.
- Excellent knowledge of a range of administrative processes and procedures to establish own practices.
- Desirable: Management / Supervisory qualification. Knowledge of Continuing Health Care. Knowledge of NHS Funded Nursing Care.
Experience:
- Essential: Experience of recruitment and supervision of staff.
- Significant experience of working within a busy and high profile environment with complex issues, competing priorities and workloads.
- Significant experience at Senior Secretary/Administrator level within the NHS.
Aptitude/Abilities:
- Essential: Ability to work in a pressured environment, on own initiative and as part of a Team.
- Excellent organisational and time management.
- The ability to travel around the area covered by Cwm Taf Morgannwg UHB in a timely manner as required.
- Desirable: Welsh Language Speaking/Listening Skills at Level 3 or above.
