Sizewell C’s business is to design, finance, construct, commission, operate, maintain, and eventually decommission the nuclear power plant and related infrastructure at Sizewell C in Suffolk. Overall, whilst the Company is in the construction phase, the Boards’ principal focus is on the development and construction of Sizewell C on time, on budget and to the highest quality and safety standards. The Company is maturing to meet all these requirements.

Sizewell C is economically regulated by OFGEM under the Regulated Asset Base (RAB) model similar to other UK electricity distribution networks and Thames Tideway. Sizewell C construction strategy is to replicate the design of Hinkley Point C, using the majority of the same supply chain, but innovating in the way it is delivered to achieve savings in time and cost of around 20%. The CCO will need to be guided by and incorporate lessons learned from the Hinkley Point C commercial delivery to achieve Sizewell C’s ambition.

Following Financial Completion and Revenue Commencement, Sizewell C is fully funded and is owned by; The Secretary of State for Energy Security and Net Zero representing HM Government, La Caisse, Centrica, EDF and Amber Infrastructure. Sizewell C is entering an exciting phase of growth as we mature into an independent organisation and continue building one of the UK’s largest and most important energy projects.

We’re looking for a motivated, delivery-focused Senior Project Manager with experience in large-scale infrastructure, engineering or complex construction environments. We are now recruiting the below position.

Overview

The Assistant Commercial Manager is responsible for the end-to-end procurement of business requirements assigned to them in support of the establishment of SZC as a standalone entity. This includes identifying a range of third-party services required to support the Projects objectives, developing procurement strategies, gaining Supply Chain Manager and Business Stakeholders “Buy in” and timely delivery of a portfolio of contracts to support the agreed procurement strategy.

The Role

The Assistant Commercial Manager is an important role within the SZC Supply Chain team, with accountability to the Supply Chain Manager for the successful commercial administration of multiple SZC contracts across the Project’s central functions. As such the Assistant Commercial Manager is empowered to make decisions under the overall guidance of the Supply Chain Manager and in accordance with delegated levels of authority.

As Assistant Commercial Manager you will be the primary point of commercial contact on the contract/s assigned to them and will be required to work closely and pro-actively with the other stakeholders at all levels and across all the teams within the SZC Project. The post-holder will ensure that the requirements of the individual contracts and their impact upon the overall SZC Project are successfully delivered.

The Assistant Commercial Manager is responsible and accountable for:

  • Managing the procurement process during the Procurement phase (pre-award).
  • Providing commercial management of contracts during the execution phase (post-award).
  • Responsible for the delivery of the contract in accordance with SZC governance requirements to meet SZC Project and business objectives.
  • Professional development of self and others within the team.

Principal Accountabilities

  • Providing support to the procurement process and Supply Chain Manager/Supply Chain during the contract creation phase (pre-award); including assessing the scope, duration and expected value of each of the Contracts against the budget and defining the commercial requirements of a contract.
  • The Assistant Commercial Manager is responsible for ITT preparation, evaluation and negotiation, ensuring that selected tenders are compliant with the scope and commercial requirements.
  • Provide stakeholder management across the Project.
  • Managing Supplier / Contractor commercial relationships and engagement.
  • Implementing progress and dashboard reporting.
  • Maintaining procurement and contract commercial files and records.
  • Interfacing with Legal team on conditions of contract issues and non-disclosure agreements.
  • Development of ITT/RFQ packages including technical, commercial, legal documentation.
  • Ensure lessons learnt from EDF and HPC are captured and implemented in SZC procurement strategy.
  • The Supply Chain Assistant Manager will provide support to the Supply Chain Manager in ensuring all internal governance approval is in place to enable timely Contract Award.

The Assistant Commercial Manager will be responsible for ensuring that all commercial activities are conducted throughout execution of the contract in accordance with SZC Supply Chain Procedures including:

  • Participating in the contract kick-off meeting and organising the Supply Chain section of the meeting.
  • Commercially Administering the contract including Notices and Instructions; Applications, Invoicing and Payment; Variations and Changes; Disputes and Claims; Progress Monitoring and Financial Reviews; Liabilities; Confidentiality Agreements; etc.
  • Leading contract commercial reviews and attending progress reviews where necessary.
  • Participating in contractor performance management.
  • Ensuring contractual deliverables are met.

Knowledge, Skills, Qualifications & Experience

  • Proven experience in a procurement role with demonstrable responsibility and experience.
  • The post holder will be a member of the Chartered Institute of Purchasing and Supply (CIPS) or a student member working towards the professional qualification.
  • Demonstrated stakeholder management skills with experience in working with and advising Senior Management.
  • Experience of developing supply chain procurement strategies for Projects.
  • Strong understanding of contract and commercial law and sound understanding of contractual terms and conditions.
  • Experience in Bid Process Management including supplier sourcing, documentation, evaluation and selection and managing the tendering and award of contracts for high value multidiscipline contracts.
  • Experience in negotiating high value contracts, and drive complex commercial negotiations to conclusion.
  • Proven experience working with cross functional teams.
  • Excellent communication skills, both written and verbal.
