Cumberland Council is seeking a proactive Education and Enforcement Manager to lead the delivery of education, intelligence‐led enforcement and associated technical and administrative functions within our Environmental Enforcement Service. This is a key leadership role responsible for ensuring the effective implementation of environmental legislation, Acts and Byelaws, supporting the Council's statutory duties in relation to environmental protection and waste services. You will drive a targeted, data‐led approach that balances education, prevention and enforcement, while ensuring excellent customer service and robust governance arrangements.

Key Responsibilities

  • Lead the delivery of education‐led and intelligence‐driven environmental enforcement activity across the borough.
  • Provide professional leadership and oversight of the Environmental Enforcement team, ensuring compliance with relevant legislation and Council policies.
  • Develop and use performance data and intelligence to inform targeted enforcement, education and prevention activity.
  • Act as the lead escalation point for complex customer enquiries and complaints relating to environmental enforcement.
  • Oversee contract monitoring arrangements to ensure effective, compliant and value‐for‐money service delivery.
  • Manage allocated budgets and contribute to service planning and continuous improvement activity.
  • Lead the preparation and coordination of enforcement case documentation in partnership with legal services.
  • Ensure officers are supported with up‐to‐date legislative knowledge and evidential standards.
  • Monitor service performance, risks and compliance, producing reports as required.
  • Represent the service at meetings and work collaboratively with internal and external partners.
