We are seeking two talented Applications and Data Engineers to join our ICT team. This is a key technical role responsible for developing, integrating, configuring, delivering and supporting the business applications and databases that underpin our operations. You will ensure these systems meet agreed standards, legislative requirements, and best practice frameworks, while delivering an excellent experience for end-users.
You will assist in managing a portfolio of applications and technologies, working closely with business specialists and third-party suppliers to ensure effective solutions and continuous improvement. A key focus for the application and data team is the consolidation of multiple applications following becoming a new unitary council. We are interested in hearing from candidates with experience in the implementation and support of large, complex applications and data migration work.
A background in supporting and developing applications for service areas such as Revenues and Benefits, Planning, Building Control, Land Charges, Environmental Health, Regulatory or GIS would be beneficial but not essential. If you have strong problem-solving skills, a proactive mindset, and a passion for technology, we’d love to hear from you.
Key Responsibilities
- Assist in managing a portfolio of applications and technologies, chairing meetings and workshops with colleagues, business specialists and liaising with third parties.
- Diagnose and resolve application issues, ensuring a customer-focused approach.
- Contribute to business continuity planning and testing for applications.
- Investigate and establish business requirements, prepare scoping documents, and develop technical plans.
- Provide expert advice on technical issues, risks, and benefits to managers and stakeholders.
- Assess and mitigate risks when developing and applying application solutions.
- Develop solutions for complex issues to approved standards, timescales, and budgets.
- Manage critical and non-critical data within specialised technologies, ensuring security, recovery, and continuity.
- Contribute to strategic decision-making and advise on procurements.
- Maintain professional relationships with stakeholders, suppliers, and customers, negotiating and persuading to achieve agreement.
What We Are Looking For
- HND, degree, or equivalent relevant experience.
- Substantial experience in a relevant ICT role.
- Strong theoretical and practical understanding of ICT application development, delivery and support in organisations.
- Excellent problem-solving skills and ability to create innovative solutions.
- High-level communication skills with experience producing technical specifications, and evidence-based reports.
- Proven ability to engage with business areas to deliver effective change.
- Ability to travel independently across sites when required.
