Cumberland Council’s Infrastructure Planning Team is seeking to appoint a forward-thinking Programme Manager for Infrastructure Planning & Transport to lead the development and delivery of key strategies, such as the Cumberland Local Plan, and significant capital programmes aligned with Cumberland Council’s strategic priorities, including health & wellbeing, prosperity for all, decarbonisation and green recovery.

This is a leadership opportunity for someone who can drive high-quality programme delivery and strategy development, build effective teams and provide professional expertise in planning and transport to support the determination of complex infrastructure solutions.

Key Responsibilities
  • Assist in the development and management of the Council’s Local Transport Grant pipeline, supporting wider policy objectives.
  • Be the primary transport representative for the development of Cumberland Local Plan.
  • Determine a schedule for developer contributions for strategic sites.
  • Build and manage excellent programme and project delivery environments across all stages of the capital programme lifecycle.
  • Provide programme management and change control over the procurement and management of major projects, from feasibility through to completion and handover.
  • Provide professional advice, technical expertise and evidence to support transport projects, strategies and planning applications, including developing solutions to complex infrastructure problems.
  • Lead, manage and mentor a high-performing projects team.
Key Accountabilities
  • Drive project and programme delivery across significant corporate programmes, ensuring high standards, timely delivery, and strong budget control, while proactively managing and escalating risks.
  • Ensure compliance with statutory requirements, procurement rules, financial controls, standing orders, contract conditions and grant funding requirements.
  • Act as a subject matter expert for project and programme management, taking the lead on thematic delivery areas and collaborating closely with colleagues across complementary programmes.
  • Promote continuous improvement, sharing expertise and supporting the development of efficient and high-quality programme delivery across Cumberland Council.
  • Lead senior stakeholder engagement across a broad range of internal and external stakeholders, including communities, elected members, partners and contractors.
