Role Summary

Cubic is seeking an experienced Security Manager to join the Instrumented Live Training Area Weapon Effects Simulation (ILT-A) Programme during a period of significant growth and capability development. Reporting to the Programme Manager, the postholder will act as the programme's lead for Security Governance, Risk and Compliance activities, ensuring that contractual, regulatory and business security requirements are effectively implemented and maintained across the programme lifecycle. The role is responsible for establishing and maintaining security risk management arrangements in accordance with MOD policy and Defence Standard 05-139, ensuring programme activities support the protection of personnel, information, assets, technology and operational capability. Alongside security leadership responsibilities, the postholder will support programme governance, planning and delivery activities, providing an excellent opportunity for an established Security Manager seeking progression into Programme Management within a complex defence environment.

Key Responsibilities

  • Security Governance and Assurance Act as the programme focal point for Security Management across the ILT-A portfolio.
  • Develop, implement and maintain programme security arrangements in accordance with Defence Standard 05-139 and customer security requirements.
  • Establish and maintain programme security risk registers, ensuring risks are identified, assessed, treated and monitored throughout the programme lifecycle.
  • Lead security assurance activities and coordinate evidence required to demonstrate compliance with MOD contractual security obligations and relevant DEFCON requirements.
  • Provide clear security advice and recommendations to Programme Leadership, Project Managers and functional teams.
  • Support programme security reviews, audits, inspections and customer assurance activities.
  • Maintain effective governance processes for Information Security, Cyber Security, Personnel Security and Physical Security.
  • Security Risk Management Lead the application of security risk management principles throughout programme planning, delivery and operational support activities.
  • Ensure security risks are balanced against operational, commercial and delivery objectives.
  • Develop risk treatment plans and monitor implementation of mitigating actions.
  • Support security accreditation, assurance and approval activities where required.
  • Ensure security considerations are embedded within design, build, integration, testing and operational activities.
  • Information and Cyber Security Fulfil the role of Cyber / Information Security Officer for designated programmes.
  • Support implementation and continual improvement of security controls across business and operational systems.
  • Maintain alignment with recognised frameworks and standards including: ISO27001 Cyber Essentials Plus Cyber Assessment Framework (CAF) Secure by Design principles NIST Cyber Security Framework
  • Support incident management, vulnerability management and security investigations where required.
  • Maintain awareness of emerging cyber threats, vulnerabilities and regulatory developments.
  • Supplier and Contract Security Support management of supply chain security requirements.
  • Ensure subcontractors and third-party providers comply with contractual security obligations.
  • Work with procurement, engineering and commercial teams to incorporate security requirements into programme activities.
  • Monitor compliance with relevant MOD security clauses and customer-mandated controls.
  • Programme Delivery Support Support the Programme Manager in planning, scheduling and delivery activities across multiple concurrent projects.
  • Contribute to programme governance reviews, reporting and management information.
  • Assist with resource planning, budget management and delivery forecasting.
  • Support the development and maintenance of integrated schedules using Primavera P6 and other programme management tools.
  • Contribute to continuous improvement initiatives across programme delivery and security functions.

Essential Experience

  • Demonstrable experience in Security Management within Defence, Aerospace, Critical National Infrastructure or other highly regulated environments.
  • Experience implementing Security Governance, Risk and Compliance frameworks.
  • Strong understanding of Defence Standard 05-139 Security Risk Management.
  • Experience supporting security assurance, audit and accreditation activities.
  • Understanding of MOD protective security requirements and contractual security obligations.
  • Experience maintaining and managing security risk registers and risk treatment plans.
  • Knowledge of Information Security and Cyber Security frameworks including ISO27001, NIST, Cyber Essentials and CAF.
  • Experience providing security advice to programme, project and engineering teams.
  • Strong stakeholder management skills, including engagement with customers, suppliers and assurance authorities.
  • Experience producing high-quality reports, briefings and governance materials.
  • Understanding of programme and project management principles.

Desirable Experience

  • Previous appointment as Security Manager, Information Security Manager, Company Security Officer or Security Assurance Manager.
  • Experience of working on MOD programmes subject to DEFCON security requirements.
  • Knowledge of Secure by Design and Secure by Default principles.
  • Experience supporting security accreditation and assurance processes within MOD environments.
  • Experience using Primavera P6, MS Project or equivalent scheduling tools.
  • Membership of relevant professional bodies such as: Security InstituteCIISecAPMPMIINCOSE.
  • Degree-qualified in Security, Cyber Security, Engineering, Programme Management or related discipline.
