Job Summary

Reporting to a Commercial Category Lead, the Commercial Practitioner is a key part of the Category team with responsibility for the effective day‑to‑day management of Commercial Agreements (frameworks). The role demands strong customer and supplier relationship management.

Directorate Overview

Commercial is the largest directorate in CCS, responsible for designing, implementing and managing commercial agreements that are used across the public sector. The directorate has delivered value to the public sector and helped customers spend more than £34 bn through agreements created and enjoy more than £3.5 bn in annual commercial benefits.

Team Summary

This role is part of a supportive team of highly experienced procurement and category management professionals managing over £34 bn of public sector spending across three categories.

Categories

Corporate Solutions – Management consultancy, legal advice, recruitment, training, translation, contact centre support and more.

Estates – Commercial agreements for housing and infrastructure, focusing on cost‑effectiveness, compliance and carbon net zero targets.

Technology – Advice and procurement support to enable digital transformation across the public sector.

Key Accountabilities

  • Direct end‑to‑end Category management of Commercial Agreements.
  • Lead supplier relationship management, collecting data, reporting, and identifying trends.
  • Collaborate with suppliers to drive customer‑focused initiatives and better buying behaviours.
  • Build strong relationships with key customers and support their commercial strategies.
  • Support the Category Lead in developing and presenting category strategy to stakeholders.
  • Implement initiatives and communication plans to retain and attract customers.
  • Help develop team members, ensuring resilience through a matrix‑managed approach.
  • Recommend and implement process improvements benefiting CCS and customers.
  • Evaluate digital system data to identify value‑adding opportunities.
  • Communicate effectively with audiences of varying seniority.
  • Represent the commercial team on agreed initiatives.
  • Assist in developing future commercial strategy and agreements.
  • Travel to customer and supplier premises and CCS offices across the UK.

  • Strong commercial acumen and the ability to analyze data for informed decisions.
  • Problem‑solving skills with a focus on efficiency and organisational effectiveness.
  • Experience managing category/commercial agreements and delivering value for money.
  • Proven ability to lead supplier and customer activities, influence stakeholders, and drive value for money.
  • Capability to work under pressure in a complex political and commercial environment.
