Senior Timetable Program & Development Manager – Birmingham

Reporting to the Head of Performance & Planning, we are recruiting for a Senior Timetable Program & Development Manager to provide leadership to all aspects of LTP timetable delivery, STP service specification and access planning maintaining effective workload and manpower planning to achieve industry timescales. Leading a small team, you will be responsible for maintaining a people strategy, including training and development, recruitment, management and employee engagement.

The role will include:

  • Manage the strategic development of the plan with effective engagement of other functions through Engineering and Timetable Action Group & STP forum considering the changing needs of the business

  • Establish the Long-Term timetable to achieve Franchise TSR Compliance & ensure the Track Access Contract is in place with Network Rail to achieve Franchise TSR Compliance

  • Manage the commercial elements of the TAC applicable to the Planning team, such as Schedule 4 and Part G compensation mechanisms – ensure these are forecast as required

  • Contribute to a culture of continuous improvement within the wider Service Delivery team

  • Undertake liaison and negotiation with Network Rail, DfT, ORR, freight and train operators to achieve strategic business aims and maximise the commercial position for CrossCountry

  • Provide specialist input into industry-wide strategic planning processes, period plan and other applicable meetings acting as the champion for CrossCountry’s business priorities

  • Jointly establish reporting and KPI measurement to give internal visibility of the impact of engineering works on the CrossCountry timetable and status of progress with possession negotiations with the Head of Planning

  • Act as CrossCountry business owner for the Rules of the Resource (Rot£) and influence the possession planning process so that these requirements are factored into Network Rail possession planning

  • Ensure the provision of detailed and timely information to STP timetable planners regarding Engineering Possessions to enable them to produce revised timetable bids in line with the Informed Traveller Process

  • Lead the Network Change and Vehicle change processes, assessing and processing proposals and identifying where compensation is required

  • Act as the lead point of contact for ORR in respect of policy consultations and TAA consultations, responding on behalf of CrossCountry

  • Generate value for the franchise by commissioning timetable and diagramming feasibility studies in relation to future schemes, working within the framework of the Engineering and Timetable Action Group

  • As required act as nominated deputy for Head of Planning

  • To be the line manager for the Road Transport Delivery Manager, Track Access Manager, Timetable Strategy Manager, Events and Specification Manager and Senior Interface Manager HS2.

  • To provide support to Road Transport Delivery Manager in delivering their role, sharing expertise and ensuring the provision of safe, cost-effective Rail Replacement services to a consistently high standard

Experience, Knowledge, Qualifications & Training

  • Proven ability to achieve successful outcomes from business-to-business negotiations

  • Track record in effective internal and external stakeholder management

  • Excellent written communication skills

  • Applied understanding of Network Code Part D

  • Excellent IT literacy

  • Experience of achieving deadlines and maintaining excellent attention to detail

  • Proven success in redesigning business processes to implement faster and smarter ways of working

  • Track record of building effective working relationships with peers, internal customers and suppliers
