In this role you will lead the Fraud Risk Assessment (FRA) programme and related assurance activities for a major infrastructure project. You will ensure compliance with Government Functional Standards and manage fraud risk across the programme and supply chain. You will develop fraud policies, deliver training and produce senior-management reports to strengthen governance and risk oversight. This opportunity lets you shape counter-fraud strategy, metrics and governance in a complex, public-sector environment.
Responsibilities
- Manage the Fraud Risk Assessment programme across detailed, thematic and enterprise levels
- Conduct fraud measurement activities and develop risk models and metrics
- Develop the Counter Fraud Strategy using FRA findings and data insights
- Ensure compliance with Government Functional Standard 013
- Develop and maintain fraud-related policies (Gifts Hospitality, Whistleblowing)
- Coordinate with internal teams and supply chain to manage fraud risks
- Produce clear, high-quality reports for senior management and governance committees
- Develop and deliver counter-fraud training across the organisation
- Coordinate assurance activities and provide governance oversight
Key requirements
- Substantial experience managing a FRA programme, ideally in construction or major infrastructure
- Strong knowledge of Government Functional Standard 013 and counter-fraud governance
- Experience delivering detailed, thematic and enterprise FRA and fraud measurement
- Solid understanding of fraud, bribery and corruption legislation (Fraud Act 2006, Bribery Act 2010, ECCTA 2023)
- Experience producing senior-level reporting and supporting governance and risk oversight
- Excellent stakeholder management, communication and influencing skills
- Experience developing policies, processes and counter-fraud training
- Membership of, or knowledge of, the Government Counter Fraud Profession would be advantageous
