A London local authority is recruiting an Interim Highways Licensing Officer to support the management and monitoring of third‑party works across the city’s highway network. You will be responsible for licensing and inspecting construction activities on the public highway, ensuring works are carried out safely, compliantly and in line with licence conditions. This is a site‑based, fast‑paced role requiring strong technical knowledge and confident engagement with contractors.

Key responsibilities

  • Licence and monitor third‑party works on the highway network
  • Undertake site inspections to ensure compliance with licence conditions
  • Monitor permitted and unpermitted works and take appropriate enforcement action
  • Engage with contractors to agree safe working methods
  • Monitor Code of Construction Practice (CoCP) activity and required
  • Use mobile devices and digital systems to complete inspections and records
  • Support service delivery, including covering long‑term absences
  • Operate effectively in a busy, high‑pressure environment

  • Good knowledge of scaffolding, hoardings and general construction activity
