Offered by Kent Youth and Family Services at Kent Valley Early Learning Center, this program coordinates Head Start and the Early Childhood Education and Assistance Program (ECEAP) preschools, which provide education and socialisation skill development activities. Family support services are part of the program, which serves children ages 3-5 whose families make less than 110% of the Federal Poverty Level.

Prioritisation is given to children of colour, dual language learners, homeless families, foster children, and families below 110% of the Federal Poverty Level.

Kent Youth and Family Services offers transitional housing and support for homeless single young mothers, ages 16-17, who are at least six months pregnant or who have one or two children. The agency provides substance use disorder treatment and counselling for behavioural problems involving youth and their families. Additionally, it runs Head Start and ECEAP programs and offers a homework help program for children and youth in Kent area public housing.
