Crescent Purchasing Consortium (CPC) is a not-for-profit purchasing consortium and we produce compliant purchasing frameworks and provide specialist advice on spending practices and value for money. Our longstanding history and dedication has earned CPC a reputation for excellence which has allowed us to support public sector organisations with a combined non-pay spend of 441m throughout the 2023 / 24 financial year alone.
Whats the role
This role operates within Crescent Purchasing Consortiums (CPC) Consultancy On-Demand team which specialises in delivering ad-hoc procurement projects to the education sector. The team also provide the same service to clients in the wider public sector and the private sector through CPCs wholly owned subsidiary Crescent Services (TPS) Limited.
Reporting to the Procurement Manager you will be responsible for ensuring tenders conducted by the On-Demand team are compliant with statutory regulations (including legacy PCRs 2015 and the Procurement Act 2023) governance frameworks and CPC standards. You will review reports and key documents produced by the team before these being published or sent to the suppliers and clients.
You will also be expected to manage procurement projects when business need requires this tendering a wide array of goods and services via a variety of routes to market and delivering a first-class service to our clients.

Person Specification
We are looking for someone who has extensive procurement experience within the public sector or the education sector and knowledge of public sector procurement legislation. If you are a skilled and an experienced procurement professional with the ability to deliver all aspects of this role then we would love to hear from you!
Responsibilities of the role include but are not limited to :
- Providing a quality control function over all tenders conducted by the team and reviewing documents such as notices invitations to tender Procurement Specific Questionnaires (PSQs) contract formations Award / Unsuccessful letters and assessment summaries.
- Ensuring compliance with legacy PCRs 2015 or the Procurement Act 2023.
- Reporting on tendering documentation or practices that fall below the set standards providing recommendations on corrective action and identify skills gaps resulting from quality and compliance checks.
- Conducting end-to-end tender processes for a variety of goods and services primarily across the education sector but also across the wider public and private sector.
- Reviewing reports and key documents produced by the team before they are published or sent to suppliers and clients.
- Managing procurement projects when business needs require tendering a wide array of goods and services via a variety of routes.
