The Senior Manager, Health and Safety – UK, Europe, and Middle East is a leadership role with accountability for strategic and execution responsibility, operational management, and continuous improvement for the health and safety program across the UK, Europe, and Middle East regions. This role acts as a strategic partner to business leadership and will ensure alignment with global health and safety strategy, regional legislation and company objectives while embedding a proactive safety culture and strong governance framework across diverse geographic environments.

This role is part of Crawford's Global Compliance Office and reports directly to the Assistant Vice President of Global Compliance. This role requires an inclusive and collaborative leader who builds trusted relationships and engages constructively with teams to make health and safety practical, usable, and integral to business performance.

Responsibilities

  • Strategic leadership
    • Act as a trusted advisor to senior leadership.
    • Develop and implement the regional health and safety strategy in alignment with global objectives, local regulations, and global standards.
    • Advise regional leadership teams on emerging safety, wellbeing and risk trends to integrate proactive controls into business planning and business activities.
    • Represent the region on global health and safety matters ensuring cross-jurisdictional consistency and best practice sharing.
  • Operational leadership
    • Work collaboratively with the business to incorporate health and safety into operational activity.
    • Lead the implementation of company-wide health and safety systems, processes, procedures, and bespoke training programs across multiple jurisdictions.
    • Ensure compliance with UK, Europe, and Middle Eastern region health and safety legislation, and drive local audits and inspections. This will include travel to conduct inspections on a rota basis.
    • Lead investigations into serious incidents and ensure appropriate root-cause analysis and correction action recommendations.
    • Provide expert guidance to leaders on site-specific safety requirements and risk assessments.
    • Develop and monitor performance against key health and safety metrics and provide trend analysis and actionable insights.
  • Governance and assurance
    • Own, develop and maintain a bespoke region-by-region health and safety governance framework via the company intranet (SharePoint) and ensure consistency wherever possible.
    • Conduct regular risk reviews, policy updates, and performance audits across regional offices.
    • Ensure contractors and supply chain vendors understand and meet company and legal obligations with respect to health and safety.
  • Culture, capability, and engagement
    • Lead regional programs to promote a proactive, accountable safety culture across all levels of the organisation.
    • Model respectful, collaborative, and solutions focused leadership behaviours that encourage partnership and shared accountability.
    • Promote a culture of safety to enable and empower people and performance.
    • Develop and implement a suite of training programs which address key health and safety risks to be delivered to all staff within the region(s) via our online learning management system.
    • Partner with other departments (e.g., Human Resources) to design and deliver advanced health and safety trainings and leadership development programs related to health and safety.
    • Provide support as the subject matter expert on health and safety and partner with the business on technical matters (e.g., CDM regulation).
    • Champion wellbeing and mental health initiatives aligned to regional, cultural, and operational contexts.
  • Day-to-day activities
    • Provide visible leadership across time zones to maintain strong engagement with teams.
    • Engage with people throughout the region to identify and mitigate health and safety risks.
    • Oversee and lead incident reporting, regularly review incident reports, safety dashboards, and audit findings to determine trends, and set priorities.
    • Lead all health and safety communications, safety alerts, and campaign rollouts.
    • Support the established Safety@Crawford committees to ensure appropriate consultation and collaboration with the business.
    • Maintain oversight of relevant matters involving health and safety risk.
    • Liaise with external authorities, regulators, consultants, clients on health and safety matters.

Qualifications

  • Essential qualifications
    • Diploma level or higher qualification in Health and Safety (e.g., NEBOSH Level 6 Diploma or an equivalent European or Middle Eastern qualification such as the IOSH Level 6 Diploma, or an accredited Level 6 International HSE Diploma recognised in the Gulf region).
    • Membership (or eligibility) of IOSH or an equivalent recognised professional body.
    • Demonstrated knowledge of UK, Europe, and Middle Eastern health and safety regulation, standards, and regulatory frameworks.
  • Desirable qualifications
    • Post-graduate qualifications in safety, risk management, or a related discipline.
    • Lead auditor certification (ISO45001).
    • Training or certification in environmental management systems (ISO14001).

Experience

  • Extensive experience in senior HSE roles, including regional or multi-jurisdictional responsibility.
  • Exceptional ability to build trust and influence stakeholders, and to work collaboratively across functions and cultures.
  • Proven success in developing and implementing health and safety strategy in complex, matrixed organisations.
  • Demonstrated leadership of health and safety programs across different time zones and cultural contexts.
  • Strong background in operational risk management, including (desirable) in construction, engineering, or infrastructure environments.
  • Experience in managing and leading incident investigations, audits, and regulator engagement.
