Job Overview

  • Coordinate a multi-functional workforce in the execution of the Darlington D2701 Vacuum Building Outage.
  • Administer the work operations and where required direct multiple trade groups involved in civil, structural, mechanical and electrical functions relating to Recuring Temporary Alterations and Outage Maintenance programs.
  • In consultation with the Construction Coordinator and/or Manager of Contract Management, plan day-to-day construction work activities with vendors and work management.
  • Evaluate the requirements to accomplish the specific phases and sequences of work, and determine the most efficient and practical means, the equipment and materials required, and the appropriate work force necessary to complete the job.
  • Plan, coordinate and monitor construction work and provide required explanations regarding responsibilities, installations, equipment utilization and guidance on specific processes to be used.
  • Assign work to contract monitors and provide advice and guidance on problems encountered and follow up to ensure safety, quality, accuracy, and quantity of work.
  • Assist Manager of Contract Management and Construction Coordinator in various tasks associated with contract management including providing daily field oversight of the contractor and contractors work with respect to safety, quality, schedule and cost aspects and maintaining daily logs of progress via data cube denoting issues, and incidents.
  • Ensuring necessary training and qualifications have been met by maintaining records for contractor’s equipment safety certificates and ensuring documentation aligns with appropriate issued governance.
  • Support and participate in pre-job briefings as required and provide oversight to ensure staff is conversant with all procedures, safety and work aspects, expected cost objectives, production targets, availability of equipment and tools, starting and completion dates.
  • Ensure that work performed by staff meets drawing, specification and procedural requirements, and is carried out safely.
  • Monitoring and validating progress of work in the field. Support as requested wrench time studies, self-assessments, benchmarking, corrective action plans including investigations.
  • Liaise directly with plant station staff, Construction Supervisors, Contractors, regulatory agency staff, work management, field engineering and other stakeholders to coordinate work, minimize conflicts, and resolve issues in the field.
  • Be familiar with building trade union contracts, including the CPAA and jurisdictional disputes that could impact the project.
  • Understand and ensure vendor compliance with site safety plans in accordance with all our client’s policies and procedures and OHSA Industrial regulations. Promote safe working practices and conditions.
  • Conduct and/or arrange to have safety meetings and job safety analysis conducted. Observe safety violations and/or be made aware of violations and take necessary steps to eliminate such conditions and make recommendations or changes as required.
  • Be knowledgeable of quality/control requirements and the regulatory codes and standards applicable to the work (e.g. in Nuclear Pressure Boundary Work) and used in the preparation of quality control procedures for Managers approval.
  • Release equipment and systems for installation and ensure that all changes are controlled.
  • Must identify non-conformance, initiate and/or negotiate corrective action for the defective items and record disposition.
  • Implement and ensure compliance to quality control procedures. Review and approve verification records. Review and recommend changes for approval of contractor quality program

Qualifications

Education

  • Requires a detailed technical knowledge of contracts and specifications, building codes and inspections, electrical equipment and automatic control as related to construction principles and processes associated with nuclear generation facilities as well as project and construction management.
  • This knowledge would be attained through the completion of Grade XII plus 3 years further concentrated study from a community college or by having the equivalent level of education through a recognized skilled trade apprenticeship program.
  • Requires familiarity with the use of manufacturers’ equipment manuals and specifications to understand the operating characteristics of equipment and systems.
  • Requires on-the-job experience to acquire specialized knowledge of particular plant conditions as a basis for the direction and control of maintenance activities.
  • Requires an understanding of overall system operation features to be aware of requirements and implications involved in fabricating devices and executing modifications.
  • Requires experience in supervisory aspects of the job including planning, organizing, and scheduling work of staff.

Experience

  • Requires experience in the maintenance, modification and construction of a nuclear generating station, including experience in managing multi-union represented work forces.
  • Requires experience with project management and contract administration to oversee and coordinate contracts and vendor work programs.
  • Requires experience to provide work direction to staff while ensuring work is being done within plans, schedule, safety regulations, costing forecasts.
  • Requires knowledge of Outages with previous Vacuuming Building Outage experience a noted asset to the applicants.
  • A period of over 1O years in nuclear is considered necessary to gain this experience.
