The Housing and Homelessness Service is a very busy environment and faces several challenges to meet the housing needs of citizens of Coventry. The team has grown significantly during the last 12 months, reflecting that Housing & Homelessness are now a key council priority.

The team is responsible for delivering statutory homeless services, temporary accommodation, managing the housing register, coordinating support to citizens sleeping rough, commissioning homeless services, and responsibility for housing strategy. The Council has a strategic vision set out in the Housing & Homelessness and Rough Sleeping Strategies approved in 2019. By becoming part of an expanding team focused on preventing households from becoming homeless and providing tailored support and interventions, this is a fantastic opportunity to make a real difference to vulnerable people in our city.

Role Overview

As the Supported Housing Strategy Manager, you will develop and deliver Coventry’s Supported Housing Strategy. Working with Housing and Homelessness colleagues, you will lead the design, commissioning, and monitoring of services, ensuring high-quality, coherent offers across the city. You will manage a small team of officers who work with providers to improve existing provision. Your responsibilities include developing the strategy and delivery plan, using data and market intelligence, collaborating with Adult Social Care, NHS, Police, and voluntary sector partners, overseeing performance and quality, coordinating inspections and audits, and leading transformation activities for new service models and funding bids. You will focus on outcomes, ensuring services meet the needs of people with lived experience.

Candidate Profile

Applicants should have experience in housing, commissioning, adult social care, or a related strategic environment, with a strong understanding of supported housing systems and regulatory frameworks. They should be comfortable at both strategic and operational levels, translate complex data into clear plans, and possess strong partnership and negotiation skills. Leadership and project management abilities are essential, as is the drive to influence, negotiate, and build relationships across organisational boundaries. Candidates will be motivated by the opportunity to make a difference and improve quality, strengthen the market, and deliver better outcomes for residents.
