We are seeking an experienced and motivated Band 7 Team Operational Lead to provide strong, visible operational leadership across the School Aged Immunisation Service (SAIS) at CWPT. The service delivers routine immunisation programmes for children and young people aged 4‑19 years across schools, community settings, and through home visits, alongside the targeted Neonatal Hepatitis B programme and vaccination responses during outbreaks.

The Team Operational Lead will have responsibility for the day‑to‑day operational management of the service, ensuring effective workforce planning, recruitment, performance monitoring and operational governance to support the safe and efficient delivery of immunisation programmes commissioned by NHS England. Although clinically qualified, the postholder’s primary focus will be on operational leadership, including HR management, recruitment and onboarding, operational audits, data quality and oversight of the MAVIS system used to record and schedule school vaccinations.

The postholder will work closely with the Clinical Lead, Service Manager, commissioners, public health teams and education partners to ensure services are responsive, compliant and continuously improving, contributing to high‑quality outcomes and improved vaccine uptake. This is an excellent opportunity for a clinically qualified leader with strong operational expertise to shape service delivery, and ensure robust systems and processes underpin immunisation services.

Main duties of the job

  • Provide visible operational leadership across SAIS, promoting a culture of efficiency, accountability and continuous improvement.
  • Lead on workforce management, including rota planning, absence management, recruitment, onboarding and day‑to‑day HR queries.
  • Oversee operational delivery of immunisation programmes, ensuring services are appropriately staffed, scheduled and delivered in line with contractual KPIs.
  • Maintain oversight of operational governance, including audits, data quality, risk management and compliance with Trust policies.
  • Act as the operational lead for the MAVIS system, ensuring accurate recording, scheduling, reporting and system updates to support service delivery and assurance.
  • Work in partnership with the Clinical Lead to ensure operational processes support safe, effective and high‑quality clinical care.
  • Support service transformation, service improvement and digital developments to enhance efficiency, resilience and user experience.
  • Build effective relationships with schools, commissioners, public health teams and internal stakeholders to support smooth operational delivery.

Job responsibilities

  1. Operational Leadership and Service Management
    • Provide strong and visible operational leadership across the School Aged Immunisation Service.
    • Lead the day‑to‑day operational management of the service, ensuring effective planning, coordination and delivery of immunisation programmes.
    • Work closely with the Service Manager and Clinical Lead to deliver contractual requirements, service targets and KPIs.
    • Ensure operational policies, procedures and SOPs are implemented consistently and reviewed regularly.
    • Lead service planning to support seasonal demand, outbreak response and business continuity.
  2. Workforce, HR and Recruitment
    • Act as the first point of contact for operational HR matters within SAIS, including sickness absence, performance management and employee relations, in line with Trust policies.
    • Lead on recruitment and retention, including workforce planning, recruitment campaigns, interviews, onboarding and induction.
    • Ensure appropriate skill mix and staffing levels to support safe and effective service delivery.
    • Support staff well‑being, engagement and development, promoting a positive and inclusive team culture.
    • Contribute to appraisal, development planning and workforce development initiatives.
  3. Operational Governance, Audit and Compliance
    • Lead on operational audits, data quality checks and service assurance processes.
    • Ensure systems are in place for effective monitoring of performance, activity and compliance.
    • Support incident reporting, risk management and learning from operational issues in partnership with the Clinical Lead.
    • Contribute to preparation for internal and external reviews, inspections, and commissioner assurance processes.
    • Ensure compliance with Trust policies, information governance and safeguarding requirements.
  4. MAVIS System Oversight and Data Management
    • Act as the operational lead for the MAVIS system used to record and schedule school vaccinations.
    • Ensure accurate and timely data entry, reporting and system maintenance to support service delivery and performance monitoring.
    • Use MAVIS data to inform operational planning, capacity management and service improvement.
    • Ensure data quality and information governance standards are consistently met.
  5. Partnership and Collaborative Working
    • Work collaboratively with the Clinical Lead, professional, Service Manager, commissioners, local authority public health teams and education partners.
    • Build effective working relationships with schools to support planning, scheduling and smooth delivery of immunisation sessions.
    • Support communication and engagement activities aimed at improving uptake and reducing inequalities.
    • Represent the service at operational meetings and forums as required.

Qualifications
